Job summary

STV is seeking a Planning Director to lead the growth of our Advisory Services’ statewide and regional planning practice. This senior role shapes transportation strategies, capital investment programs, and long-range planning for public-sector clients nationwide.

The ideal leader expands STV’s market, strengthens executive relationships, and mobilizes multidisciplinary teams across planning, engineering, data analytics, resilience, and sustainability to deliver integrated solutions.

Qualifications

• Bachelor’s degree in urban planning, transportation planning, civil engineering, public policy, public administration, geography, economics, or a related field.
• Minimum of 15 years of progressively responsible experience in transportation planning, consulting, or public-sector planning.
• Experience leading statewide, regional, metropolitan, multimodal, or long-range transportation planning programs.
• Extensive experience with state DOTs, MPOs, transit agencies, regional transportation authorities, or comparable public-sector clients.
• Proven success in developing and expanding executive-level client relationships.
• Experience managing capture strategies, proposals, and fee development; strong budgeting and profitability focus.
• Ability to travel as needed to support clients, pursuits, and industry events.

Responsibilities

• Develop and implement a national Statewide and Regional Planning strategy aligning with Advisory Services growth objectives.
• Lead major statewide and regional planning pursuits, and guide delivery of integrated solutions.
• Collaborate with operating groups to deliver value through planning, engineering, economics, and data analytics.
• Mentor planning professionals and build a dedicated statewide/regional planning network.
• Establish client accounts and executive-level relationships with state DOTs, MPOs, transit agencies, and regional authorities.
• Lead thought leadership, proposals, staffing, schedules, and pricing coordination.
• Represent STV at client meetings, conferences, and industry associations; drive quality, risk management, and delivery.
