Plan, organize, and monitor all activities of the Assessing Standards and Current Use Boards. Supervises administrative operations of the timber and excavation tax program and assists in reviewing and coordinating the development of materials for workshops and seminars conducted by staff assigned to the Municipal and Property Division.

Education/Experience: Equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in business administration, project management, office administration, or related field.
License/Certification: Valid driver's license or access to transportation for statewide travel.
Other Requirements: Must comply with and receive favorable results for an initial check and periodic rechecks of criminal background history, which may include an FBI background review, a state background review, and a check with local law enforcement agencies.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. Process applications by examining and evaluating documentation submitted for the Department of Revenue Administration (DRA) Appraiser Certification Program. Evaluate required documentation, including criminal record checks, to ensure compliance with established RSAs, Assessing Standards Board and Revenue Administrative Rules for determination of certification level of Approved DRA Certified Personnel. Identify deficiencies and propose changes in the DRA Appraiser Certification Program on processes and technology to facilitate improvement. Interpret and apply rules and regulations to bring forth to the Director non‑compliance matters. Present findings to the Director on suspensions, decertification or other disciplinary action. Maintain current and historical information on allegations against DRA Certified Appraisers.
Perform support, research and technical activities for the administratively attached Assessing Standards and Current Use Boards. Coordinate public and private meetings and locations, attend meetings, prepare agenda, take minutes and maintain communication through e‑mails and the DRA website. Interact with the public, legislators and other state personnel to share information and explain procedures, rules and policies. Ensure proper maintenance of all required records and documents to conform to state regulations and to provide adequate public access. Ensure that all information disseminated to the public is accurate and delivered in a timely and professional fashion and that all applicable rules of confidentiality are followed.
Coordinate educational courses (mini‑courses, State Statute classes and IAAO courses for DRA certification) offered by the Municipal and Property Division for the education of municipal officials, assessing company personnel and in‑house staff, to include designing and/or modifying curriculum, scheduling course dates and locations with applicable personnel, collecting registration forms and fees, maintaining attendance lists, and updating and preparing course presentations and handouts.
Assign and monitor work of gravel and timber support staff, provide training and develop and implement procedures to increase productivity. Conduct meetings to effectively communicate, coordinate and implement agency policies and procedures. Responsible for timely evaluating employee work performance, discussing expectations and goals and recommending incremental salary increases as appropriate.
Perform complex administrative support, including overseeing Division manual updates, compiling statutory reports and providing assistance with maintaining and drafting various division administrative rules. Maintain and update the Municipal permanent file and existing taxpayer and municipality assistance documents (i.e. Tax Collector’s Manual, Technical Assistance); maintain division website including updating pages with current reports and new information.
Gather, verify, log and file data from 259 municipalities to prepare monitoring and assessment review reports for use by division directors and supervisors, the Commissioner and Assistant Commissioner, the Legislature and other state agencies. Review and communicate DRA community action reports with the State’s municipalities.
Respond accurately and timely to phone calls, e‑mails and routine letters from taxpayers, municipalities and assessing officials pertaining to municipal and property technical inquiries; distribute phone calls to appropriate personnel.
Demonstrate behavior consistent with the Department’s Code of Respect in the Workplace, and uphold the Department’s core values of respect and teamwork. Demonstrate compliance with Department policies and procedures.
Maintain strict adherence to the departmental laws and regulations pertaining to confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations. Instruct division personnel in the confidentiality requirements of the various tax laws administered by the department.
