Job summary

Dallas Independent School District seeks an experienced Manager I to lead end-to-end capital project development, from zoning and platting through permitting and occupancy. Qualifications

• Bachelor's degree required in a related field.
• Experience in construction management or capital project delivery.
• Knowledge of zoning, permitting, and municipal development processes.

Responsibilities

• Lead end-to-end development approval for capital projects including zoning, platting, and building permits.
• Ensure compliance with zoning, codes, accessibility, and life-safety requirements; coordinate revisions with entitlements.
• Develop permitting schedules, track milestones, meetings, hearings, and approvals, and manage schedule risks.
• Coordinate reviews across Planning, Public Works, AHJs, and regulatory agencies to harmonize design and approvals.
• Review and coordinate civil, architectural, engineering, and permit documents for consistency with approvals and conditions.
• Manage coordination with water, sewer, electric, telecom, and other utilities; address right-of-way and infrastructure impacts.
• Identify and escalate permitting, entitlement, utility, or regulatory conflicts; drive mitigation and resolution with stakeholders.
• Support construction phase through coordination with PMFs, consultants, inspectors, and regulators; manage field issues and inspections.
• Provide clear guidance on regulatory requirements; maintain records, decision logs, and executive status updates.
• Oversee regulatory closeout activities including final inspections, occupancy, and permit closures.
