Job summary

The Town of Chapel Hill is seeking a seasoned Construction Project Manager to lead complex capital improvement projects. You will oversee schedules, contracts, and budgets while coordinating with engineers, consultants, and Town departments to deliver high-quality outcomes.

Ideal candidates have a bachelor’s degree in a related field and at least five years of PM experience. This role requires on-site work with occasional site conditions and travel to project sites as needed.

• Technical understanding of grading, utilities, streets, stormwater, and building construction.
• Contract administration principles and practices.
• Federal grant management and administration, FEMA, and HUD reporting requirements.

Responsibilities

• Manages complex capital improvement projects from conception through completion, coordinating schedules, bids, and contracts.
• Develops project budgets, reviews expenditures, and processes change orders and payments.
• Prepares and reviews contracts, plans, and bid documents; maintains records and presentations.
• Collaborates with designers, consultants, contractors, and Town departments; mitigates risks and resolves issues.
• Directs project scope development with engineers and designers; reviews drawings for technical accuracy.
• Performs QA and on-site inspections; tracks performance metrics and schedules.
• Organizes pre-construction, construction, and final acceptance meetings; reports noncompliance.
• Manages communications with internal and external stakeholders; handles multiple projects independently.
