Job summary

Township of Upper St Clair seeks a Code Enforcement Officer to interpret and enforce Township Codes. The role reports to the Director of Planning and Community Development and involves initiative, independent judgment, and on-site collaboration during regular hours with possible extra time.

Responsibilities include investigating violations, maintaining records, issuing notices, and coordinating permits with Public Works.

Qualifications

• High School diploma/GED required.
• Bachelor’s Degree in a related field and minimum 2 years in code enforcement, construction, inspection, or related field; or
• Associate’s Degree in related field and minimum 4 years in code enforcement, construction, inspection, or related field; or
• High School Diploma or GED and minimum 8 years of related experience; or
• An equivalent combination of education, training, and experience to perform the essential functions.

Responsibilities

• Monitor violations of multiple Code sections via complaints, input, and patrol.
• Conduct investigations of reported code violations on property.
• Maintain all warning, notice, inspection and violation records.
• Follow up on violations with Advisories, Warnings, and formal Notices of Violation.
• Prepare documentation and legal requests and serve as hearing/trial witness as required.
• Process and issue Street Opening Permits; monitor for permit non-compliance.
• Review Municipal Claims letters to ensure no major violations or open permits; inform Tax Office results.
• Issue Grading Permits in coordination with Public Works Department and Township Engineer.
• Prepare activity reports as required.
• Assist Director of Planning and Community Development as directed.
