Job summary

City Of Belen, New Mexico seeks a Municipal Regulation Specialist to perform code enforcement and animal control duties. The role ensures compliance with local, state and federal laws related to health, safety and sanitation in a city setting.

Responsibilities include field inspections, investigations, issuing notices and coordinating with public agencies. A high school diploma, NM driver’s license and certifications must be obtained within two years.

Qualifications

• High School diploma or valid GED issued by an accredited institution.
• Minimum of 2 years of experience in municipal code enforcement preferred.
• Ability to effectively communicate, written and verbally.
• Minimum of 1 year experience in inspections, investigations and land use administration.
• Thorough knowledge of clerical administrative duties and MS Office.
• Ability to perform work functions with little or no supervision.
• Bilingual preferred but not required.
• Must possess a valid NM driver’s license and be insurable by City’s insurance.
• Must successfully complete a background check and pre-employment drug testing.
• Must obtain NMLZO – Certified Zoning Official within 2 years of employment.
• Must obtain ICC Certification within 2 years of employment.
• Must obtain Animal Control certifications levels 1–3 within 2 years of employment.

Responsibilities

• Follow all personnel policies and procedures as set forth by the City of Belen.
• Perform general routine administrative duties including answering phones, filing, and basic computer tasks.
• Develop and utilize statistical and informational reports.
• Work with the public, conduct interviews and maintain records on housing, zoning and planning related matters.
• Enforce local, state and federal codes for nuisance violations.
• Issue correction notices and citations and follow up.
• Patrol and inspect private and public properties within the city.
• Patrol the City for animals running at large and manage traps as needed.
• Answer public calls for service regarding Animal Control issues.
• Issue permits and licenses for Animals and Livestock per City ordinance.
• Respond to and investigate Animal cruelty complaints.
• Maintain relationships with nearby Animal Control agencies and Shelter staff.
• Maintain relationships with Veterinary facilities.
• Assist with adoptions, surrenders, and missing animals.
• Investigate complaints of code violations related to buildings, occupancy, zoning, and environment.
• Conduct field investigations, gather evidence, and compare facts to code requirements.
• Read and understand complex plans and technical records.
• Assist in preparing exhibits and data for presentations.
• Handle conflicts with tact and good judgement.
• Maintain confidentiality and represent the City in court when needed.
• Collaborate with Risk and Safety to address health and safety issues.
• Other duties as assigned.
