Responsibilities

  • Coordinate with developers, housing agencies, lenders, and stakeholders.
  • Mentor and oversee Grant Managers and junior staff.
  • Support business development related to housing programs and funding opportunities.

Hunt, Guillot & Associates (HGA) is seeking a Senior Grant Manager – Multifamily Housing to lead the administration of complex federal and state grant programs supporting affordable housing initiatives in Baton Rouge, LA. This role focuses on HUD Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs, with an emphasis on multifamily housing development, financing, underwriting, and compliance. The Senior Grant Manager serves as a subject matter expert for housing programs and provides strategic guidance to clients while ensuring alignment with HGA’s operational standards and regulatory requirements.

Key responsibilities

Lead administration of CDBG-DR and CDBG-MIT programs supporting multifamily housing development and rehabilitation projects

Serve as a primary advisor to clients on housing program design, implementation, and compliance requirements

Review and evaluate multifamily development applications, including financial structuring, sources and uses, and project feasibility

Oversee and/or conduct underwriting activities to ensure projects align with program guidelines and risk mitigation strategies

Interpret and apply complex HUD regulations, including National Objectives and housing-specific requirements

Ensure compliance with cross-cutting federal requirements, including labor standards, Section 3, fair housing, and environmental review

Oversee and utilize reporting systems such as IDIS and DRGR

Identify program risks, resolve complex issues, and make decisions impacting funding and project outcomes

Coordinate with developers, housing agencies, lenders, and other stakeholders to support successful project execution

Mentor and potentially oversee Grant Managers and junior staff to ensure quality and consistency of deliverables

Support business development efforts related to housing programs and funding opportunities

Qualifications

Minimum of five years of experience managing federal grant programs, with strong experience in CDBG-DR and/or CDBG-MIT

Demonstrated experience in multifamily housing development, finance, or underwriting

Familiarity with Low Income Housing Tax Credit (LIHTC) structures and layered financing

Strong understanding of affordable housing programs and funding mechanisms

Experience reviewing and structuring sources and uses, pro formas, and development budgets

Proven ability to interpret and apply HUD regulations in housing program contexts

Strong analytical, problem-solving, and decision-making skills

Excellent written and verbal communication skills, including the ability to advise clients and stakeholders

Preferred qualifications

Experience serving as a subject matter expert on multifamily housing programs

Experience leading or mentoring staff in grant or housing program environments
