State of Maryland’s Maryland State Police, Forensic Sciences Division, Biology Section in Pikesville seeks a full-time contractual records and sample accessioning specialist. The role handles arrestee and convicted offender DNA samples, ensures proper data entry and batch preparation for testing, and manages expungement workflows as required by new law changes.

Introduction

This recruitment is for ONE, FULL-TIME CONTRACTUAL POSITION (1984 Hours) for a TWO YEAR PERIOD.

Main Purpose of Job

The main purpose of this position is to accurately accession and organize Arrestee and Convicted Offender samples received into the Biology Section for inclusion in the Statewide DNA Database and to adhere to policies and procedures set forth by the Department/Forensic Sciences Division that will ensure the security and integrity of each sample received for the individual characteristic database. This position will also assist with preparing batches for testing and will play a key role in the expungement process for the 'in limbo' DNA database samples that are required to be expunged by Oct. 1, 2028. These expungements are part of the recent law change that went into effect Oct. 1, 2025. The position requires excellent organizational skills, initiative and resourcefulness.

POSITION DUTIES

MINIMUM QUALIFICATIONS

• Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience: Two years of experience with administrative functions or handling/inventorying evidence.
• Notes: 1. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical or Office Services specialty codes in the Administrative support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• Experience with inventorying and organizing laboratory samples
• Experience in using various filing systems
• Experience in data entry with electronic database systems

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

• Employees in this classification may be required to testify in a court of law as an expert witness about the chain of custody and laboratory procedures.
• Employees in this classification are subject to random drug testing in accordance with Code of Maryland Regulation 10.04.09, Testing for Illegal Use of Drugs.
• Employees in this classification are subject to call out 24 hours a day and; therefore, are required to provide a telephone number where they can be reached.
• In accordance with Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination, submission of a DNA sample, and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who met the minimum qualifications will be considered for this position. It is, therefore, essential that you provide complete and accurate information on your application. Successful candidates will be placed on an Eligible List as a BEST QUALIFIED, BETTER QUALIFIED, OR QUALIFIED candidate and remain eligible for at least one year from the date of application.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement or the rating may be based on your application. Applicants will be subject to an interview and background investigation to include a polygraph examination and substance abuse testing.

BENEFITS

• Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
• You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
• Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
