Responsibilities

• Manage daily dispatch operations - assign vehicles, issue trip materials, review trip tickets, and coordinate routing.
• Monitor phones, radios, and digital tools to resolve conflicts and minimize delays across clinics.
• Identify documentation deficiencies and track trends to advise fleet leadership.
• Evaluate and assign vehicles based on mission needs, accessibility, capacity, and safety.
• Ensure vehicles with defects or overdue inspections are not used.
• Coordinate vehicle readiness with supervisors and service providers.
• Maintain transportation documentation: trip tickets, mileage logs, receipts, tolls, and logs.
• Screen requests for clarity, resolve conflicts, and ensure audit-ready records.
• Operate light and passenger vehicles as needed, performing safety checks and assisting passengers.

The position oversees daily dispatching - evaluates route and vehicle suitability - maintains transportation documentation - and identifies operational trends that affect fleet readiness and service delivery.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 09/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: possesses knowledge of daily dispatching - evaluates route and vehicle suitability - maintains transportation documentation - and identifies operational trends that affect fleet readiness and service delivery; Skill in Dispatching - Scheduling - and Operational Coordination; ability to perform Vehicle Suitability Assessment and Resource Allocation - as well as Transportation Documentation - Records - and Compliance. OR - EDUCATION SUBSTITUTION GS-5 (TRANSCRIPTS REQUIRED): Successfully completed four (4) years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. Transcripts must be submitted at time of application. ~OR~ COMBINATION GS-5 (TRANSCRIPTS REQUIRED): Equivalent combination of successfully completed post-high school education in excess of the first 60 semester hours (beyond the second year) and specialized experience as described above - which meet the total experience requirements for this grade level. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Transcripts must be submitted at time of application. Duties

• The incumbent will perform the below duties as assigned: Manage daily dispatch operations - including assigning vehicles - issuing/receiving trip materials - reviewing trip tickets - and coordinating real-time routing adjustments
• Monitor communication systems (phones - radios - digital tools) to resolve schedule conflicts - update drivers - and minimize operational delays across clinics and shuttle routes
• Identify documentation deficiencies - track operational trends - and provide recommendations or updates to fleet leadership regarding recurring issues or demand patterns
• Evaluate and assign vehicles based on mission requirements - passenger needs - accessibility - load capacity - route conditions - and safety considerations
• Ensure vehicles with defects - overdue inspections - recall alerts - or reported concerns are not assigned
• coordinate vehicle readiness with supervisors and service providers
• Maintain and verify transportation documentation - including trip tickets - mileage logs - fuel receipts - toll records - and scheduling/dispatch logs
• Screen transportation requests for clarity - resolve conflicts or duplications - and ensure accurate - audit-ready records supporting VHA/GSA compliance
• Operate light - medium - and passenger vehicles when needed for coverage or relocations - performing preventive safety checks and assisting passengers as required
