The role focuses on documenting current state, identifying gaps, and defining next steps without implementing new technology. Requirements include 5+ years in data governance or state-level enterprise PM, strong regulatory knowledge, and Missouri public health project experience.

Qualifications

• At least five years in data science, management, governance, AI, or state-level enterprise PM experience.
• Strong knowledge of data assessments, governance, and management in the public sector.
• Missouri public health state project experience is required.
• CDMP or PMP or equivalent credentials preferred.

Responsibilities

• Document current state, identify gaps and risks, and define next steps.
• Focus on priority systems and data exchanges; no new tech implementations.
• Identify data sharing, what is exchanged, why, how, and where processed or stored; governance controls.
• Clarify data ownership, stewardship, decision rights, approvals, maintenance, standards, and escalation.
• Identify data quality and consistency issues and validate the Enterprise System Inventory.
• Translate findings into modernization principles, practical target-state direction, and sequenced actions.
