Job summary

Durham Housing Authority seeks a Property Manager to lead daily operations of affordable housing communities in Durham. You will manage leasing, resident relations, and property performance while ensuring HUD and LIHTC compliance and guiding a dedicated team.

You will conduct inspections, handling rent processes, audits, and reporting, and collaborate with residents, staff, vendors, investors, and agency partners to maintain compliant, welcoming communities.

Qualifications

• 3–5+ years of affordable housing management experience
• Experience with LIHTC, HUD regulations, and housing compliance
• Experience supervising staff and coordinating cross-functional teams

Responsibilities

• Manage assigned properties to ensure efficient operations and high occupancy
• Oversee leasing functions including move-ins and move-outs per LIHTC/HUD rules
• Supervise, train, and develop staff; monitor performance
• Ensure LIHTC/HUD compliance and prepare for audits
• Conduct file audits and monitor income, rent, allowances and eligibility
• Maintain relationships with funding agencies and ensure program compliance
• Administer rent collection processes and delinquency management
• Address resident concerns and manage lease enforcement and evictions
• Coordinate procurement, vendor services and invoice approvals
• Maintain records and prepare regular compliance reports
