Job summary

ISPA Technology, LLC in Panama City Beach, FL is seeking an experienced Program Manager to lead a large, technically complex Navy program delivering expeditionary C5ISRT and related systems. You will oversee staffing, schedule, cost, risk, and contract compliance, and interface with Government customers.

This is a hands-on leadership role coordinating multidisciplinary teams across software, cyber, and fielding activities, including 24/7 operational support as needed.

Qualifications

• Bachelor of Science in MIS or related IT field.
• At least 9 years leading expeditionary C5ISRT software programs.
• Experience with portfolio management, software integration, and deployment.
• Experience with virtualized architectures for shore/expeditionary platforms.
• Active Top Secret clearance or ability to obtain one.

Responsibilities

• Lead overall program execution and serve as primary interface with Government customer.
• Manage staffing, schedules, priorities, risks, deliverables, and financial performance.
• Build and lead a strong technical team across engineering, cybersecurity, integration, test, and field-support.
• Collaborate with technical leads to identify and resolve issues early.
• Maintain customer communications and ensure 24/7/365 operational readiness.
• Oversee program reporting, labor utilization, travel, Government property, and workforce certifications.
• Ensure proper contractor-government personnel relationship and non-personal work.
• Support transition, hiring, onboarding, retention, and long-term workforce planning.
