Qualifications

• Bachelor's degree required.
• Associate degree + 4 years experience may be considered.
• High school diploma + 6 years experience may be considered.
• 3+ years of financial counseling experience.
• U.S. citizenship and fluent English; bilingual in English and Spanish if required by the contract.
• Ability to obtain a favorably adjudicated Tier 2 investigation.
• Must pass Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI).
• Must hold one of the following certifications: AFC (Accredited Financial Counselor), CFP (Certified Financial Planner), or ChFC (Chartered Financial Consultant).

Responsibilities

• Provide personal financial counseling services to military service members and their families at military installations.
• Conduct one‑on‑one counseling, briefings, presentations, and refer participants to outside resources as needed.
• Consult with installation and branch Points of Contact to ensure services are within scope and meet installation needs.
• Assist service members in establishing spending plans for extended absences.
• Develop and make available financial informational materials and coordinate, publicize, and deliver Personal Financial Management classes/workshops covering military lifecycle topics.
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling or other electronic communication methods (web‑based chat, video‑teleconference) as authorized by the OSD FINRED Program office.
• Manage duty‑to‑warn situations per DoD protocol and communicate with leadership regarding trends and issues.
• Participate in regular supervision, in‑services, training, quality improvement committees, and other contract activities as assigned.
