Job summary

Analytic Services Inc. (ANSER) seeks a Military Construction Program Manager to support the JPMO on Guam, coordinating with military and government entities to plan and synchronize posture infrastructure programs.

The role requires strong leadership, strategic execution, and hands-on program management across complex DoD projects. You will oversee assessments, analyses, acquisition strategies, and cross‑functional coordination, providing leadership to division branches and stakeholders to ensure

Qualifications

• Bachelor’s degree in engineering or related discipline.
• 7+ years in MILCON program management as COR.
• Experience in scheduling, cost control, cost estimating, and budget management.
• Strong contracting skills including pre-award tasks, RFP development and post-award management.
• Knowledge of DB, DBB, FFP and CP contract types.
• DoD Design and Construction Agent experience or DoD environment preferred.
• Ability to coordinate across multiple agencies and stakeholders.

Responsibilities

• Conduct assessments of project complexity, feasibility, and timelines.
• Perform technical analyses of project sequencing and acquisition strategies.
• Identify critical path items and mitigate timelines.
• Coordinate project execution across division branches and organizations.
• Facilitate data collection and analysis to advance posture programs.
• Develop and deliver execution briefings for various audience levels.
• Provide support and back-up to division leadership.
• Support strategic execution and knowledge management.
