Job summary

Celestar Corporation seeks a Mid-level Intelligence Planner to support DIA CICADAS with a focus on intelligence planning across DoD operations. The role is based at Fort Meade, MD, with a salary range of $110,000–$170,000 annually, contingent on clearance and contract award.

Active TS/SCI clearance with a current polygraph is required. A Bachelor’s degree and at least eight years of related experience are essential, along with knowledge of JOPP, JOPES, and APEX planning formats.

Responsibilities

• Support red teaming and intelligence operations feasibility analyses within planning.
• Provide intelligence planning support for CCMD planning activities.
• Collaborate with analysts and leaders to develop intelligence assessments for CCMD requirements.
• Participate in JOPP planning steps from initiation to plan/ order development.
• Translate strategic guidance into planning concepts and course of action development.
• Coordinate with stakeholders to develop intelligence annexes to plans.

Celestar, a B&A Company, is seeking a Mid-level Intelligence Planner to support the Defense Intelligence Agency (DIA) Cyber Intelligence Center Analytic Development and Services (CICADAS) task order.

ANTICIPATED AWARD: December 2026
ANTICIPATED START: December 2026
PERIOD OF PERFORMANCE:1 Base Year + 4 Option Years
LOCATION: Fort Meade, Maryland

Salary Range: $110,000–$170,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI clearance with a current polygraph; both must have been adjudicated/completed within the past five (5) years.

Responsibilities

• Employs intelligence expertise and knowledge to assist in the integration of Defense and National intelligence support capabilities, including collection, analytic and targeting activities, into overarching operational planning functions and efforts across the DoD.
• Mission areas for Intelligence Planner assistance include, but not limited to, development of campaign plans, deliberate planning, crisis management, and time sensitive planning in accordance with the Joint Operations Planning and Execution System (JOPES).
• Additionally, planners assist with red teaming, and intelligence operations feasibility assessments within the planning process.
• Provides Intelligence Planning support for developing, coordinating, and overseeing all aspects of the Centers' support to CCMD planning activities.
• Collaborates with other analysts, managers, and senior leaders in the Centers to develop intelligence assessments in response to CCMD intelligence requirements.
• Participates in the planning process following the Joint Operational Planning Process (JOPP), which consists of planning, initiation, mission analysis, Course of Action (COA) development, COA analysis and wargaming, COA comparison, COA approval, and plan or order development.
• Provides input throughout all planning functions from translating strategic guidance, through concept and plan development, to plan assessments and associated functions.
• Coordinates with applicable stakeholders to develop intelligence annexes to plans.

Required Qualifications and Skills (Must Be Reflected on Your Resume)

• Minimum 8 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years and a Bachelor's degree
• Working knowledge of the JOPP, Joint Operation Planning and Execution System (JOPES), and Adaptive Planning and Execution (APEX) planning formats and guidance is required.
