Job summary

Celestar Corporation in Fort Meade, MD is seeking a Mid-level Knowledge Manager to support the DIA CICADAS task order. The role focuses on aligning processes and technology to enable information sharing among analysts and organizations for analytic production.

This position requires active TS/SCI clearance with a current polygraph; the salary range is $105,000–$155,000 per year and actual compensation will reflect experience, qualifications, certificates, security clearance, and contract funding.

Qualifications

• Minimum 8 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years and a Bachelor’s degree.

Responsibilities

• Assists aligning processes and technology to enable information sharing by analysts and organizations for analytic production.
• Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes.
• Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and tasking.
• Disseminates intelligence products across separate networks and portals.
• Develops information system requirements supporting mission requirements, which fit with DoD and U.S. Intelligence Community system architecture standards.
• Captures or updates user and functional system requirements via user interviews, system reviews, and process assessments.
• Supports the creation of logical data models based on functional requirements.
• Develops use cases for new applications and assesses detail systems factors, including input and output requirements, information flow, hardware and software requirements, and reliability characteristics.
• Interfaces with users to define problems, determine system data availability, validate requirements, and resolve system design issues.
• Demonstrates the ability to work with moderate supervision and as part of a knowledge management (KM) team.
• Coordinates and participates in all related KM meetings and activities.
• Maintains and updates requirements documentation to include information stored in various data repositories.
• Documents Operating Instructions (Ols) for Command wide programs and initiatives as assigned by the Government.

Celestar, a B&A Company, is seeking a Mid-level Knowledge Manager to support the Defense Intelligence Agency (DIA) Cyber Intelligence Center Analytic Development and Services (CICADAS) task order.

ANTICIPATED AWARD: December 2026
ANTICIPATED START: December 2026
PERIOD OF PERFORMANCE:1 Base Year + 4 Option Years
LOCATION: Fort Meade, Maryland

Salary Range: $105,000–$155,000 annually

Actual compensation will be based on experience, qualifications, certificates, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI clearance with a current polygraph; both must have been adjudicated/completed within the past five (5) years.
