Job summary

Tecolote Research, Inc. in Washington, DC is seeking a mid-level cost estimator to provide direct cost estimating and analysis support to the Department of the Navy (DON) SSP program. The role focuses on ICE development, CCE support, and analytical services for high-visibility DON initiatives.

The position requires 3+ years of DoD cost estimating, a bachelor's degree in a related field, and strong MS Office skills. DOE/MDAP experience and an active DoW secret clearance are preferred.

Job description

Mid-level position providing direct cost estimating and analysis support to the Department of the Navy (DON) Program Acquisition Executive (PAE) Strategic Systems Programs (SSP). Position requires support to high visibility Navy programs and senior leaders within the Department of Navy.

• Provide ICE development support, Component Cost Estimate (CCE) development support and analytical support for DON MDAP Milestones, production readiness/deployment, and sustainment reviews for ACAT I programs
• Provide economic analytical services to include the performance of studies, conducting research, conducting data collection, performing industry analyses, developing and analyzing metrics, and the presentation of findings to senior leaders in the DON

Skills Required

• Minimum of 3 years of DoD acquisition / cost estimating experience
• Bachelor’s degree in business, economics, engineering or related field required
• 24 semester hours of quantitative course work (mathematics, statistics, engineering, physics, chemistry, etc.) to include at least three hours of college level calculus required
• Must have experience supporting DoW acquisition programs; Major Defense Acquisition Program (MDAP) experience preferred; experience in Navy ship and/or submarine estimating strongly preferred
• Must have experience with theories, principles, and practices of cost analysis to develop independent cost estimates and to evaluate techniques used in generating program cost estimates
• Must have experience in developing and applying analytic methodologies and principles
• Must have experience developing Economic Analyses, Analyses of Alternatives, and Affordability Analyses
• Must have Proficiency in Microsoft Office (Excel, Word, and PowerPoint). Prior experience with cost estimating tools (e.g., ACEIT, Crystal Ball, @RISK) preferred
• Active DoW Secret Clearance preferred

Salary range: $70,000 - $90,000/Year, dependent on experience
