Job summary

QinetiQ US in Los Angeles is seeking a Mid-Level Contracts Specialist to support Government contracting for USSF/Department of War programs. You will collaborate with technical teams and stakeholders to ensure compliant source selections and contract actions across pre- and post-award phases.

Ideal candidates will have TS/SCI eligibility, broad FAR/DFARS knowledge, and strong negotiation and analytical skills to advise leadership and manage IDIQ contracts.

Qualifications

• Bachelor's degree with >10 years of experience, or MS/MA with >8 years, or PhD/JD with >2 years.
• TS/SCI clearance eligibility.
• 5+ years experience in business, contract management, public administration, law, or related field.
• 7+ years federal contracting or acquisition experience across pre-award and post-award phases.
• Working knowledge of FAR and DFARS, including FAR Part 15 source selection procedures and FAR Subpart 9.5 organizational conflicts of interest.
• Demonstrated experience supporting source selections, including drafting source selection documentation and proposal evaluations.
• Experience with contract negotiation, administration, and execution, as well as subcontract management.
• Experience performing cost and price analysis of material, equipment, and production cost estimates, performance requirements, and delivery schedules.
• Experience managing IDIQ contracts and developing acquisition strategies.
• Ability to interpret contract terms and conditions and advise management on rights, obligations, and risk mitigation.
• Strong written and oral communication skills, including drafting determinations and advisory products for senior leadership.

Responsibilities

• Assist Government to execute source selections under FAR 9.505-4, and coordinate documentation and evaluations.
• Provide contract and subcontract management support.
• Assist Government Contracting Officers and contract specialists in executing contracting actions, including negotiation and administration.
• Provide contracts guidance and leadership for program and business management teams.
• Advise management on contractual rights, obligations, risk avoidance and mitigation, strategy.
• Advise and assist on management of IDIQ contracts and development of acquisition strategies.
