Qualifications

Mid-Level Contract Support Specialist
Quality Innovation, Inc. (Qi2) | Full-Time | Remote
Position Summary

Quality Innovation, Inc. (Qi2) is seeking experienced Mid-Level Contract Support Specialists to provide comprehensive Federal acquisition and contracting support to the Department of Veterans Affairs (VA).

The position will provide cradle-to-grave acquisition support, including requirements development, acquisition planning, market research, solicitation development, cost/price analysis, contract administration, modifications, performance monitoring and closeout.

This is a full-time, primarily remote position. Limited travel to a VA facility may be required for onboarding, PIV processing, Government-furnished equipment, meetings or other Government-directed requirements.

Required Qualifications

Candidates must possess:

  • Bachelor's degree in any field.
  • At least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and/or organization and management.
  • Minimum 3 recent years within the last 5 years of relevant Federal contracting experience providing comprehensive acquisition support.
  • Demonstrated pre-award and post-award Federal acquisition experience.
  • Working knowledge of the FAR, VAAR and other applicable Federal acquisition regulations and policies.
  • Working knowledge of the complete Federal acquisition lifecycle.
  • U.S. citizenship.
  • Strong written and verbal communication skills.

These are mandatory PWS requirements.

Acquisition Responsibilities

Candidates should have demonstrated experience performing many of the following:

  • Requirements definition and procurement package development.
  • Acquisition planning and development of acquisition strategies.
  • Market research and market analysis.
  • Preparation/review of Statements of Work (SOWs) and Performance Work Statements (PWSs).
  • Development and analysis of Independent Government Cost Estimates (IGCEs).
  • Cost and price analysis.
  • Price reasonableness analysis and recommendations.
  • Solicitation preparation.
  • Drafting amendments and awards.
  • Source-selection documentation.
  • Coordination with Contracting Officers, Contract Specialists, requiring activities, technical personnel, industry and other stakeholders.
  • Contract administration.
  • Contractor performance and QASP monitoring.
  • Contract modifications and change orders.
  • Option-year notices and option exercises.
  • Contract changes, claims and payment-related support.
  • Termination documentation.
  • Contract closeout.
  • Acquisition file documentation and maintenance.
  • FAR/VAAR/policy research.
  • Development of acquisition reports and analytics.

These responsibilities track the VA's stated cradle-to-grave pre- and post-award functions.

Specialized Acquisition Experience

Candidates with demonstrated Federal acquisition experience in one or more of the following areas are strongly encouraged to apply:

Complex Services Acquisitions
  • Professional and technical services
  • Healthcare-related services
  • Performance-based service acquisitions
  • Complex Statements of Work/PWSs
  • QASP development and performance monitoring
  • Cost/price analysis for service contracts
Construction / Architect-Engineering

  • Familiarity with applicable FAR construction/A&E requirements
Leasing
  • Federal leasing acquisitions
  • Lease requirements and solicitation support
  • Lease administration and modifications
  • Market research and price/cost analysis associated with leasing

The PWS states that RPOC may seek specific experience such as construction, complex services or leasing depending upon assignment.
