This role focuses on designing, configuring, and building business applications on Dynamics 365 and the Power Platform, spanning both configuration and custom UI development.

Responsibilities

  • Design, configure, and build Power Platform and Dynamics 365 components.
  • Develop with PCF controls, Power Pages sites, and model-driven apps.
  • Configure customer service processes, security roles, and navigation.
  • Create and maintain Dataverse data models and relationships.
  • Build automation using Power Automate and REST APIs.

Job description

The State Corporation Commission (SCC) seeks a Microsoft Dynamics Developer to join our modernization team in the Enterprise Technology Services (ETS) Division. Located in downtown Richmond, the SCC is an independent state agency that balances the interests of citizens, businesses, and customers in regulating Virginia’s business and economic concerns. The Dynamics Developer plays a pivotal role in designing, configuring, and building business applications on Dynamics 365 and the Microsoft Power Platform, spanning both application configuration and custom user interface development. This position offers a hybrid work schedule, which includes 3 days in office and 2 telework days each week, as well as a variety of professional development and training opportunities.

Essential Duties and Responsibilities
  • Design, build, test, and maintain user-facing application components, including Power Pages sites, PCF (Power Apps Component Framework) controls, and custom pages within model-driven applications
  • Configure Dynamics 365 model-driven applications to meet business requirements, including forms, views, business process flows, business rules, security roles, and application navigation
  • Perform functional configuration of Dynamics 365 Customer Service capabilities, including case management, queues, routing, and service level agreements
  • Design and maintain Dataverse solution components, including data models, relationships, business rules, security roles, and solution layering
  • Build and maintain automated business processes and integrations using Power Automate and REST APIs
  • Develop or extend custom plug-ins and API extensions for Dynamics 365 and Dataverse in C# where configuration and low-code approaches do not meet the requirement
  • Exercise independent technical judgment in determining the appropriate implementation approach for assigned applications, including selecting between configuration, low-code, and custom code based on maintainability, supportability, and long-term platform impact
  • Work within established application lifecycle management practices, including managed solution deployment, environment promotion, and Azure DevOps source control and release pipelines
  • Independently diagnose and resolve defects across applications, configurations, integrations, and automated processes, determining root cause and corrective approach with minimal direction
  • Participate in technical design discussions and peer code reviews, and contribute to development standards and best practices
  • Collaborate with business analysts, business division staff, and vendor delivery teams to translate requirements into working solutions
  • Develop and maintain technical documentation, configuration records, and standard operating procedures
  • Collaborate across SCC divisions to deliver solutions on time and within scope
  • Monitor technology and security trends relevant to Dynamics 365, the Power Platform, and modern web development
  • Perform related work as required
Preferred Qualifications
  • Four (4) or more years of professional software development experience across the full system development lifecycle
  • Two (2) or more years developing and configuring applications on the Microsoft Power Platform or Dynamics 365, with hands-on Dataverse experience
  • Bachelor’s degree in information technology, computer science, information systems, or a related field is preferred but not required with equivalent related professional experience or training
  • Experience developing Power Pages sites and PCF (Power Apps Component Framework) controls, or comparable component-based front-end development experience
  • Demonstrated experience configuring Dynamics 365 model-driven applications, including forms, views, business process flows, and security roles
  • Experience with Dynamics 365 Customer Service, including case management and service configuration, is preferred
  • Working knowledge of Dataverse solution architecture, including data modeling, security roles, and solution layering.
  • Experience developing custom plug‑ins or API extensions for Dynamics 365 and Dataverse using C# and the .NET framework
  • Experience with Power Automate, REST API development and consumption, and system integration patterns
  • Familiarity with Power Platform application lifecycle management, including managed solutions, environment strategy, and pipeline-based deployment
  • Experience using Azure DevOps for agile software development, source control, work item tracking, and build and release pipelines
  • Microsoft certification PL-400 (Power Platform Developer) is considered a plus
  • Microsoft certification PL-200 (Power Platform Functional Consultant) is considered a plus
  • Exceptional communication skills, with the ability to express and understand ideas clearly, both verbally and in writing, including with non-technical audiences
  • Demonstrated ability to work independently with minimal direction and take accountability for the quality and maintainability of delivered solutions
  • Strong adaptability and an aptitude for problem‑solving
  • Ability to work independently and collaboratively with a team and across multiple departments
  • Ability to work in a fast‑paced environment with multiple priorities to accomplish defined goals
