Metro’s Waste Prevention and Environmental Services (WPES) department is looking for an Operations and Production Manager to join the team at the Metro South Transfer Station. This role leads daily operations from site entry and customer unloading through processing, loading and outbound hauling. You will lead the supervisors for exterior operations, interior operations and production. You will set daily priorities and keep staff and equipment where they are needed as conditions change. Reporting to the Transfer Station Superintendent, you will also establish performance standards, strengthen safety practices and serve as Acting Superintendent when needed. This is a great opportunity for an operations leader who enjoys developing supervisors and solving complex problems.

As the Operations and Production Manager you will
  • Hire, supervise and develop the Production Supervisor, Interior Operations Supervisor and Exterior Operations Supervisor.
  • Set clear expectations, evaluate performance, coach supervisors and hold teams accountable consistent with Metro policies and applicable collective bargaining agreements.
  • Direct daily operations across customer and traffic, transfer floor and production functions, setting priorities and resolving competing demands between teams.
  • Coordinate customer flow, floor capacity, material movement and production throughput across the station.
  • Develop staffing, deployment and resource allocation standards with operational supervisors and managers.
  • Deploy staff, equipment and other resources based on customer volumes, material flow, production needs, employee availability and safety conditions.
  • Establish service standards and performance measures, then monitor results and direct corrective actions and improvements.
  • Lead operational safety and readiness: monitor hazards and safety performance and make sure corrective actions are carried out.
  • Work with safety and compliance staff on significant or recurring issues to keep practices in line with safety requirements, standard operating procedures and work rules.
  • Develop and maintain standard operating procedures and improve work practices for safety, customer service, material flow and performance.
  • Work with the Superintendent, production leadership, asset management and other support teams to plan equipment and resource needs and contribute to operating and capital budget development.
  • Advise the Superintendent on service levels, staffing, production, safety, equipment and emerging risks, and serve as Acting Superintendent in the Superintendent’s absence.
Attributes for success
  • Knowledge of complex industrial, transfer station, solid waste, logistics or similar operations and how interconnected functions affect overall performance.
  • Skill in leading and integrating multiple interdependent operating functions.
  • Strong management and leadership skills, including team building, supervision, mentoring, employee development and performance management in a union environment.
  • Knowledge of workplace safety requirements and practices for industrial operations and heavy equipment environments.
  • Skill in analyzing operational performance, identifying constraints and putting improvements in place.
  • Ability to make timely decisions about staffing, equipment and other resources while balancing customer service, safety, material flow and production.
  • Ability to set operational goals, procedures, service standards and performance measures and to develop and carry out operational plans.
  • Ability to resolve complex operational and cross-functional problems and build effective working relationships across organizational boundaries.
  • Clear, direct and respectful communication with employees, supervisors, managers, senior leadership, contractors, customers and other stakeholders.
  • Ability to understand and administer Metro policies, work rules and collective bargaining agreements.
  • Commitment to public service, cultural humility, teamwork, accountability and openness to change.
