Job summary

Blue Cross Blue Shield Association (BCBSA) seeks a senior leader to design and execute the plan-facing strategy for the national Medicare Advantage program. This role coordinates go-to-market planning, communications, and change management to align BCBS Plans with program goals and to improve Star Ratings, RAF/HCC, and cost management.

Qualifications

• BS in Business Administration or other business discipline or equivalent work experience.
• 10+ years of experience in healthcare strategy, managed care, or health plan operations, with at least 3 years in a leadership level role.
• Deep familiarity with FEHBP, Medicare Advantage, CMS Star Ratings, RAF/HCC, and medical cost management strategies.

Responsibilities

• Design and execute plan-facing strategy for the Medicare Advantage program.
• Lead go-to-market planning, communications, and change management to engage BCBS Plans.
• Oversee governance, budgeting, and performance metrics to ensure plan success.
• Build and manage plan-facing communications and resources, including playbooks and training.
