Job summary

Blue Cross Blue Shield Association is seeking a senior leader to design and execute plan-facing strategy for the Medicare Advantage program. Qualifications

• BS in Business Administration or related field, or equivalent work experience.
• 10+ years of experience in healthcare strategy, managed care, or health plan operations, with at least 3 years in a leadership level role.
• Deep familiarity with FEHBP and Medicare Advantage program structures; knowledge of CMS Star Ratings, RAF/HCC, and FEP MA program strategy.

Responsibilities

• Serve as the primary relationship owner between BCBSA and the Plans for the national Medicare Advantage program.
• Lead go-to-market planning, communications design, and performance metrics for plan engagement.
• Design plan participation structures and governance accountability mechanisms.
• Lead change management and capability building for program evolution and transitions.
• Design and manage a plan communications architecture with reporting cadences and briefings.
• Oversee approval of Plans’ administrative cost budgets within federal contract limits.
• Lead a team to drive performance, growth, and inclusive work environment.
