Job description

Summary

The incumbent serves as a Medical Technician - Phlebotomist at the CW Bill Young Department of Veterans Affairs Medical Center in Bay Pines, FL, within the Pathology and Laboratory Medicine Service. The role involves assisting Medical Technologists - Supervisors and Managers with specimen collection, examination, receipt, processing, shipment procedures, and performing phlebotomy in both inpatient and outpatient settings.

Qualifications

English Language Proficiency: In accordance with 38 U.S.C. 7402(d), proficiency in basic written and spoken English is required for direct patient care positions. The position includes a Selective Placement Factor: experience performing phlebotomy/blood draws on human patients. To qualify at the GS-5 level, candidates must meet one of the following:

  • Experience: At least one year of specialized experience equivalent to GS-4, involving laboratory support work, performing standardized tests, or related biological laboratory technician work.
  • Education: Successful completion of a 4-year bachelor's degree or at least 24 semester hours in relevant subjects.
  • Combination: An equivalent mix of education and experience, with education beyond the first 60 semester hours counting toward experience.

Additional competencies include computer skills, customer service, patient care, quality assurance, and specimen collection. Full-time work is considered 35-40 hours per week. All experience must include specific start/end dates, with part-time experience credited proportionally. Volunteer work is also considered.

Physical Requirements

Physical demands may include lifting, standing, foot travel, bending, sitting, digital dexterity, and adequate vision for venipuncture. Daily repetitive keyboarding is required. Safety practices must be followed, and the ability to assist staff with physical control of patients may be necessary.

Duties
  • Follow procedures for patient identification, sample procurement, and labeling.
  • Perform venipuncture specimen collections and manage samples to maintain their physiologic state.
  • Provide patient education on collection techniques.
  • Prepare samples for testing, including labeling, centrifugation, and aliquoting.
  • Maintain supplies and answer calls related to laboratory services.
  • Perform diagnostic tests such as bleeding time, occult blood, urine dipstick, pregnancy test, and fingerstick glucose.
  • Operate sterilization equipment and clean reusable items.
  • Respond appropriately to adverse reactions like fainting or nausea.
  • Other duties as assigned.

Work Schedule: Monday through Friday, 3:00 pm - 11:30 pm, with rotating weekends and holidays.
