Job description

The Chief of Health Care Administration Service (HAS) for the Alaska VA Healthcare System oversees key HAS operations, including administrative support to clinical programs, admissions, beneficiary travel, clinic cancellations, coding, customer service, data management, decedent affairs, EWL management, eligibility, enrollment, HIM, insurance scanning, scheduling, compliance, software management, and the Veterans Transportation System.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

• Demonstrating comprehensive administrative and supervisory knowledge, along with the technical expertise required to implement automated processing systems and manage day-to-day healthcare administration operations;
• Organizing and participating in multidisciplinary task forces or workgroups to support and implement changes involving multiple services;
• Applying in-depth knowledge of laws, regulations, administrative requirements, personnel management policies, fiscal reporting practices, and budget formats relevant to Health Care Administration Service (HAS);
• Exercising strong analytical skills and knowledge of statistical and budget principles to assess and manage operating programs and their interrelationships;
• Setting priorities, delegating work effectively, providing clear instructions, and designing practical administrative and technical systems for a large organization;
• Planning, implementing, and coordinating health benefits management principles and practices;
• Addressing complex organizational workflow, planning, and information requirements while resolving human resources management issues such as staffing, recruitment, employee relations, training, counseling, and performance management;
• Developing and modifying work methods, organizational structures, management processes, staffing patterns, and automating work processes for administrative and program operations;
• Adapting to constantly changing deadlines, work assignments, and goals while effectively delegating and maintaining operational continuity across multiple locations;
• Tailoring job assignments and training to meet diverse organizational needs and motivating employees through ongoing counseling and guidance;
• Conducting onsite observations and problem-solving, while maintaining composure and sound judgment under stress in both public and private settings.

Preferred Experience:

• Minimum (2) years of Health Administration Service Chief experience;
• Minimum (5) years of supervisory/managerial experience;
• Knowledge and experience overseeing medical coders and the health records department.
