Job summary

The Louisiana Department of Health seeks a Policy Development Systems Program Manager 1-A to shape and support OAAS systems driving Medicaid Long Term Care and HCBS. Based in the Bienville Building in Baton Rouge, the role works with technical experts to ensure systems align with OAAS policies and Medicaid requirements.

This part-time WAE role involves developing training materials, testing, and business requirements to strengthen OAAS program operations statewide, with duties including SME

Qualifications

• Seven years of experience developing, managing, or evaluating health or social service programs, or in related fields.
• Six years of full-time work in any field plus four years in health or social service program development/management.
• Bachelor’s degree plus four years in relevant program development/management fields.
• Advanced degree or JD plus three years in relevant program development/management fields.
• Experience substitution: 30 semester hours = 1 year experience; max substitution 120 hours = 4 years.

Responsibilities

• Provide SME support for OAAS systems and drive business process improvements.
• Gather system requirements, design, develop, test, implement and maintain logic to automate processes.
• Participate in system meetings to ensure specifications meet OAAS needs; attend in-person when high priority.
• Write business/functional requirement documents for OAAS systems.
• Develop testing plans, test cases, and manage testing processes for systems.
• Develop testing, training, and instructional materials for OAAS systems.
• Assist with development and maintenance of standard operating procedures for OAAS functions.
