Job summary

Masterapp Labs seeks a Medicaid Enterprise Solution Architect to lead and govern a new MES technology solution for the Medicaid enterprise, aligning with federal/state standards and modernization goals. You will collaborate with stakeholders, vendors, and technical teams to ensure architecture supports CMS guidelines and enterprise architecture.

The role emphasizes guiding security, interoperability, and data exchange, with responsibility for artifacts, governance, and lifecycle leadership

Qualifications

• Proficiency in architectural modeling, data management concepts, and security best practices.
• Excellent communication and stakeholder engagement skills; explain technical concepts to non-technical audiences.
• Experience collaborating with vendors, system integrators, and multidisciplinary teams.
• Experience with cloud platforms (Azure, AWS) and healthcare/government IT systems.
• Strong MITA framework knowledge and federal interoperability requirements.
• Knowledge of Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5.
• Knowledge of databases, ETL, relational databases, SharePoint, X12, and legacy systems.
• Knowledge of enterprise integration, SOA, APIs, cloud computing, ETL and modular system design.
• Prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES).
• Experience in state government, public sector consulting, or large enterprise architecture roles.

Responsibilities

• Oversee and guide technical implementation of a Medicaid MES module within MES.
• Ensure solutions align with CMS guidelines, MITA goals, interoperability standards, and modularity requirements.
• Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise standards.
• Evaluate system integration across Eligibility/Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
• Provide architectural guidance for interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
• Develop architectural artifacts such as diagrams, data flow, integration patterns, and roadmaps.
• Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, and state policies.
• Participate in governance, review change requests, and ensure sustainable solutions.
• Provide leadership to project teams, business analysts, developers, and external partners.

Overview

The FAS Solution Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives.

Key Responsibilities

• Oversee and guide technical implementation of anew Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) system
• Ensure solutions align with CMS (Canters for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
• Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
• Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third‑Party Liability, Pharmacy, and Data Warehousing.
• Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
• Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
• Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
• Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
