Job summary

TALENT Software Services seeks a seasoned Solution Architect to lead the Fiscal Agent Services (FAS) initiative within the Medicaid Enterprise System. You will oversee technical direction, governance, and integration across modules, aligning with CMS guidelines, MITA, and architecture standards.

You will collaborate with stakeholders, vendors, and security teams to design scalable architectures, data exchange patterns, and cloud adoption strategies while guiding teams through the solution

Qualifications

• 10+ years in architectural modeling and security practices.
• Excellent stakeholder communication for non-technical audiences.
• Experience collaborating with vendors and multidisciplinary teams.
• Extensive cloud experience (Azure/AWS) in healthcare/government contexts.
• Knowledge of MITA, CMS guidelines, and federal interoperability.

Responsibilities

• Oversee technical implementation of a new MES/FAS module within Medicaid MES.
• Ensure alignment with CMS guidelines, MITA maturity, and interoperability standards.
• Lead architectural reviews and assess solution implementation against enterprise standards.
• Evaluate integration needs across modules like Eligibility, Provider Services, and Data Warehousing.
• Provide guidance on interfaces, data exchange, security models, and cloud strategies.
• Develop architectural artifacts: diagrams, data flows, roadmaps.
• Collaborate with cybersecurity to ensure compliance with NIST/HIPAA and state policies.
• Participate in governance, review changes, and ensure sustainable solutions.
• Mentor project teams and external partners through the solution lifecycle.

Job Summary

• The FAS Solution Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations.
• This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives.

Job Responsibilities

• Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System(MES) system
• Ensure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
• Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
• Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third‐Party Liability, Pharmacy, and Data Warehousing.
• Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
• Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
• Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
• Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
• Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.
