Job summary

Top Echelon Software, LLC. seeks an experienced Medicaid Eligibility Project Manager to shepherd complex eligibility initiatives from plan through go-live.

You will align state agencies, vendors, and delivery teams, manage risks, and ensure timely delivery of policy changes impacting member coverage. You will lead integrated project plans, coordinate with stakeholders, document decisions, and report progress to executives, while ensuring compliance with federal and state requirements and funding

Qualifications

• 5+ years of project management experience in large, multi-stakeholder technology or policy implementations.
• 3+ years of experience on Medicaid eligibility, enrollment, or other public assistance programs.
• Experience working with state agencies, vendors, and federal requirements.
• Strong planning, RAID management, and reporting skills using Microsoft Project, Smartsheet, Jira, or similar tools.
• Experience with Agile, waterfall, and hybrid delivery approaches.
• Bachelor's degree or equivalent experience.

Responsibilities

• Plan and manage Medicaid eligibility and enrollment projects, including system changes and policy implementations.
• Build and maintain integrated project plans, schedules, and milestones across state agencies, vendors, and delivery teams.
• Manage risks, assumptions, issues, dependencies, and decisions through a RAID log, escalating early.
• Lead implementation of new federal and state requirements within deadlines.
• Coordinate with eligibility system vendors, managed care organizations, and adjacent programs.
• Facilitate status meetings, steering committees, and working sessions; document decisions and actions.
• Prepare status reports and executive briefings on progress, risks, and decisions needed.
• Manage scope, change requests, and budget against contract and funding requirements.
• Support testing, readiness, training, and go-live planning for staff and members.
