Job summary

The Keystone Distinction Group seeks an experienced Medicaid Eligibility Product Owner in Mississippi to lead the voice of the state in the delivery team. You will convert eligibility policy into a prioritized backlog, ensuring accurate, timely decisions for members and stakeholders.

You will partner with state agencies, policy experts, and technology teams to simplify MAGI and non-MAGI rules, renewals, and verifications into clear epics and acceptance criteria, while coordinating with SNAP,

Qualifications

• 5+ years experience as Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years hands-on Medicaid eligibility, enrollment, or integrated eligibility systems experience.
• Experience writing user stories and acceptance criteria and backlog management in Jira/Azure DevOps or similar.
• Experience working in Agile or Scrum teams and communicating with technical and leadership stakeholders.
• Bachelor's degree or equivalent experience.

Responsibilities

• Own and prioritize the product backlog for Medicaid eligibility and enrollment system, balancing federal mandates and policy.
• Translate policy (MAGI, renewals, verifications) into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements, including renewals and other regulatory changes.
• Collaborate with state policy staff to clarify rules and document decisions.
• Work with Scrum Masters, developers, testers, and BAs through planning, refinement, and reviews.
• Accept completed work against acceptance criteria and support user acceptance testing.
• Coordinate dependencies with SNAP, MMIS, and managed care programs.
• Track outcomes like processing timeliness and auto-renewal rates to guide priorities.
• Communicate progress, risks, and trade-offs to agency leadership.
