Job summary

The Iowa Department of Health and Human Services, Division of Medicaid, Bureau of Contracting, seeks a Dental Contract Manager to oversee all Medicaid dental program management, including PAHPs and FFS, and to develop and execute contracts and ensure compliance.

This leadership role interacts with executive leadership, managed care plans, policy SMEs, and CMS, coordinating performance oversight, SOPs, and communications to maintain reliable dental care for Iowa's Medicaid members.

Qualifications

• Four-year degree and professional-level experience in program administration, development, operations, or management
• Eight years of education and/or full-time experience as described above
• Alternative combination of education/experience meeting minimum state requirements for a Program Manager level role
• Current continuous experience in the state executive branch that includes twelve months as a Program Manager 1 or comparable management position

Responsibilities

• Provide accurate, timely, and consistent responses while ensuring clarity of contract terms
• Establish procedures for input and reporting on program vulnerabilities
• Identify issues and propose solutions to minimize corrective actions
• Coordinate with internal or external staff to obtain supplemental information
• Consolidate data into compliant responses for contracts and reporting requirements
• Review and approve communications involving PAHPs for FFS and MCPs
• Assist in initial and ongoing contract negotiations with state needs in mind
• Draft formal materials based on best practices and evolving state needs
• Provide technical assistance to agency counsel and leadership
• Develop and update SOPs for FFS and MCPs
• Oversee dental program performance data and recommend corrective actions
• Ensure compliance with state and federal rules and regulations
• Collaborate inter-agency to develop project plans and Medicaid State Plan Amendments
• Act as primary contact to coordinate required system changes to capture performance data
