Job Description:
The Nebraska Department of Health and Human Services is seeking a Medicaid and Health Policy Program Specialist to join our Medicaid/CHIP Policy team in the Medicaid and Long-Term Care Division.
This team is made up of dedicated, knowledgeable, and passionate individuals who play a critical role in supporting the State’s Medicaid program. As a Policy Program Specialist on our Medicaid Policy Team, you’ll play a critical role in interpreting, developing, and communicating policies, to help drive real-world improvements in Nebraska’s Medicaid/Children’s Health Insurance Program (CHIP).

About the Opportunity:
In this vital role, you will help develop and implement policies that directly impact Medicaid eligibility, service delivery, and regulatory compliance. Your work will support individuals and families across the state and will influence lasting, system-wide change.
You’ll collaborate with stakeholders across departments and agencies to ensure Medicaid policies are compliant, equitable, and effectively serving Nebraskans.

What We’re Looking For:
The successful candidate will have experience in policy development or administration for Medicaid, CHIP, or other public health programs. A strong background in researching and analyzing federal and state regulations, policies, and law is essential.
We’re seeking someone who:
- Has a proven ability to collaborate across teams and agencies
- Communicates clearly and persuasively, both in writing and verbally
- Is passionate about using thoughtful policy to improve Medicaid access and delivery
- Can translate complex regulations into clear and actionable guidance
Examples of Work:
- Research and interpret federal and state laws and regulations to guide Nebraska Medicaid policy
- Draft and implement policies and operational procedures.
- Participate in public hearings and represent the agency in policy discussions.
- Prepare reports, legislative impact statements, state plan amendments, and policy documentation
- Collaborate with internal teams and external stakeholders to develop effective and compliant policies
- Explain Medicaid policy and procedures through memos, bulletins, and educational materials
- Maintain partnerships with federal/state agencies and community organizations
- Perform additional duties as assigned
Requirements/Qualifications
Minimum Qualifications: Bachelor’s degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program-related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluating programs or operational policies and practices may substitute in lieu of the educational requirement.
Preferred Qualifications:
- Experience with Medicaid, CHIP, or other public benefit programs
- Strong research and analytical skills related to policy and law.
- Proven ability to build relationships with diverse internal and external stakeholders
- Excellent verbal and written communication skills, including technical writing
Knowledge, Skills, and Abilities
Knowledge of:
- Federal and state Medicaid regulations and policy
- Human services and healthcare delivery systems
- Policy development principles and program evaluation techniques
Skills in:
- Drafting and editing policy documentation and reports
- Explaining complex concepts to varied audiences
- Leading and facilitating formal presentations
Ability to:
- Interpret and apply complex policies and regulations
- Think critically and exercise sound independent judgment
- Build and maintain collaborative relationships with staff, agencies, and stakeholders
- Communicate effectively via email, documents, and in-person meetings
