Job summary

The Air Force Civilian Service (AFCS) is seeking a Mechanical Engineer, (GS-0830-12) at the 11th Civil Engineer Squadron, Engineering Flight, Joint Base Andrews, MD. Join our engineering team as a Mechanical Engineer supporting critical installation infrastructure. You’ll design, analyze, and optimize HVAC and building systems, lead facility upgrades, and ensure reliable, efficient operations across a high visibility mission environment. This role blends hands on engineering with project planning, problem solving, and collaboration across multiple disciplines to keep the base running safely and effectively.

SALARY RANGE: $102,415 - $133,142

Qualifications/Requirements: The primary purpose of this position is to serve as a professional mechanical engineer, performing design, project programming and construction, management/monitoring duties in support of a military installation.

Skills should include a strong background in HVAC design; mechanical systems analysis; facility condition assessment; energy optimization; load calculations; CADD/GeoBase; project planning; construction oversight; code compliance; preventive maintenance

Education requirements: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Knowledge Skills And Abilities

• 1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
• 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
• 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
• 4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
• 5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

Other Significant Facts Pertaining To This Position Are

• Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
• Valid driver’s license.
• May act as project liaison with the Army Corps of Engineers or other design agencies as required.
• May be required to serve on A&E selection boards.
• The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
• This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
