Summary

This position is located within the Environmental Management Service at the Manchester Veteran Affairs Health Care System in Manchester, NH, and supported catchment area.

Duties

Duties include, but are not limited to, the following:

  • Coordinates the movement of furniture and equipment to various patient care areas;
  • Utilizes forklifts, pallet jacks, and other powered movers to offload delivery trucks at the Medical Center;
  • Loads and unloads delivery trucks;
  • Performs floor maintenance and wall washing;
  • Cleans doors, doorframes, baseboard corners and edges, and stairwells;
  • Empties trash and wastebaskets;
  • Cleans rest rooms, bathrooms, and shower rooms;
  • Replenishes supplies of paper towels, toilet paper, hand sanitizers, and soap in all areas where dispensers are located;
  • Removes bags of soiled textiles from patient rooms and transports to the designated soiled room in each ward area
  • Inventories the stock of furniture at the warehouse and identifies component shortages for replenishment orders;
  • Moves and installs furniture and equipment which may include partial or complete assembly using hand and power tools;
  • Properly uses and operates mechanized equipment including utility vehicles;
  • Verifies that goods received are not damaged or spoiled;
  • Maintains a high level of aesthetic appearance of interiors in all buildings and recommends the necessity for change or improvement as the need is observed;
  • Performs other duties as assigned



Work Schedule:
Monday-Friday; 7:00am-3:30pm, weekends as necessary

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Qualifications

This position requires a current and valid driver's license. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. PHYSICAL EFFORT AND WORK CONDITIONS:

Physical Effort:

The Material Handler is required to drive a truck for several hours to reach the remote location of service. Incumbent is required to stand on hard surfaces for extended periods of time, and to bend, climb and stoop, and work in tiring and sometimes uncomfortable positions. They may lift and carry items weighing up to 50 pounds, with heavier items being moved with handling equipment or the assistance of other workers. She/he moves supplies and materials with pallet jacks, forklifts and through physical labor. During travel, considerable physical effort may be required to change tires and make limited emergency repairs. The duties require considerable dexterity, hand, foot and eye coordination, and concentration.

Working Conditions:

Material Handler of this position will operate motor vehicles in all types of traffic and weather conditions on public roads and are exposed to the danger of serious accidents. Incumbent works both outdoors and indoors, including areas that may be hot, damp, cold, drafty, and/or poorly lighted. Materials Handlers are regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized work areas. Appropriate protective gear (e.g., gloves, support belt, steel toe shoes) will be supplied and shall always be utilized by the material handler to minimize such risks. Must be able to sit for long periods of time while driving and is exposed to road hazard conditions daily. The incumbent will apply all established safety practices, will report unsafe conditions and unsafe practices to the supervisor and will report any occupational injury or illness in a prompt practical manner. She/he has regular access to printed and electronic files containing sensitive data, which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policies, and VHS policy. The incumbent is responsible for (1) protecting that data from unauthorized release or from loss, alteration, or unauthorized deletion and (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in an employee signed computer access agreement.

Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
