Duties & Responsibilities
  • Operates pusher-type, diesel-powered vessels (38-52 ft, 160-680 HP, single/twin screw) to safely tow barges, transport materials and personnel, and maneuver floating plant in accordance with instructions and established practices.
  • Performs routine maintenance, servicing, and minor repairs on vessels and equipment, including lubrication, cleaning, painting, and component replacement.
  • Monitors vessel performance, identifies deficiencies, and reports conditions affecting operational readiness.
  • Applies basic preventive maintenance principles and knowledge of equipment systems and repair procedures.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans' preference does not apply to this announcement.

Minimum Qualifications

Ability to do the work of a(n) MASTER TENDER (DR) without more than normal supervision performing both towing and tender duties up to 1000 horsepower. Thoroughly knowledgeable of the marine industries "Rules of Roads" pertaining to the proper use and display of lights, horns, signals, etc. Sound decision-making responses when encountering oncoming towboats and other vessels. Sound judgment while steering tows. Operations of diesel tender. Signal from 2nd Mate and Leverman, maneuvers anchor barge in lifting and setting anchors. Towing of fuel barge, water barge, etc. Failure to meet this Screen Out Element will result in an ineligible rating. This job does not have an education qualification requirement.

  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Incumbent must possess and maintain the necessary Corps and Coast Guard operating licenses. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • When serving aboard towboats, during the relatively short periods of time when the vessels are in operation, particularly when in towing status between job sites, may be required to quarter and subsist aboard the vessels when other lodging and food facilities are not readily or conveniently available.
  • Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • May be assigned to other essential duties during seasonal layup from primary assignment in accordance with the provisions of ER 690-1-320 (10 Nov 83).
