Job summary

CA CI is seeking a Maritime Planner to support national security objectives through irregular warfare expertise. You will develop, integrate, and sustain mission-ready maritime task forces, coordinating with joint commands and the IC to ensure unity of effort.

You will deliver decision-quality planning products and briefs, supporting OIE/IW activities while ensuring compliance with legal and ROE requirements. Travel up to 25% across the CONUS is expected.

Qualifications

  • Active TS clearance w/ SCI eligibility and willingness to submit to polygraph.
  • Bachelor's degree in a relevant field of study.
  • 5+ years planning, coordinating, and synchronizing maritime activities with IW, OIE, Sensitive Activities, and/or compartmented military or IC activities.
  • 3+ years in a J3X, J39, J2X, STO/SAP planning cell or similar organization.
  • 7+ years of success in military planning processes (JPP, JPB, targeting, campaign planning).
  • Experience briefing or delivering concepts to executive/senior decision makers.

Responsibilities

  • Synchronizes maritime operations with planning to align with naval objectives.
  • Plans and coordinates employment of maritime capabilities for objectives.
  • Advises leadership on maritime information risks and opportunities.
  • Develops planning products (OPLANs, CONPLANs, annexes) and briefs.
  • Coordinates with IC, DoD, interagency and partners to ensure deconfliction.

The Opportunity:

Join a team dedicated to advancing national security through innovative irregular warfare and operations expertise. CACI is hiring a Maritime Planner to join a program that will deliver mission-critical advisory, training, and operational support services that help mission partners stay ahead of rapidly evolving global threats. Working across geographic and functional combatant commands, these professionals play a vital role in developing, integrating, and sustaining mission-ready task forces that enhance joint force effectiveness and operational success.

Responsibilities:
  • Synchronizes maritime operations with OIE, IW, Sensitive Activities and/or Compartmented (e.g. STO, SAP, and ACCM) planning to ensure information effects are aligned with maritime maneuver and naval objectives
  • Plans and coordinates employment of maritime capabilities in support of OIE, IW, and/or Sensitive Activities objectives, including presence, signaling, and deterrence activities
  • Aligns maritime operations with information forces or capabilities to reinforce desired narratives and influence target audiences
  • Develops maritime-focused inputs to estimates, concepts of operation, OPORDs, CONPLANs, OPLANs, annexes, appendices, and other planning products
  • Incorporates maritime intelligence, indications and warnings, and assessment inputs to inform OIE planning and execution
  • Coordinates with joint, interagency, and partner stakeholders to ensure unity of effort and deconfliction.
  • Advises leadership on maritime information risks, opportunities, and second-order effects
  • Ensures maritime planning considerations comply with applicable legal, policy, and rules of engagement requirements
  • Develop measures of performance and effectiveness to assess maritime contributions to OIE. IW, and/or Sensitive Activities outcomes
  • Produces and delivers decision-quality maritime planning products, assessments, and briefs
  • Ensure adherence to information protection, compartmentation, access control, and security requirements throughout planning and execution
  • Coordinates with Intelligence Community, DoD, interagency, allied, partner and industry, stakeholders to ensure de-confliction, unity of effort, oversight compliance, and capability alignment
Qualifications:

Required:

  • Active TS clearance w/ SCI eligibility and willingness to submit to polygraph
  • Bachelor's degree in a relevant field of study
  • 5+ years of experience planning, coordinating, and synchronizing maritime activities with IW, OIE, Sensitive Activities, and/or compartmented military or IC activities (e.g. IJISTO, SAP, ACCM, etc.).
  • 3+ years of experience working in a J3X, J39, J2X, STO/SAP planning cell, Joint Targeting cell or similar organization
  • 7+ years of success in working within military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning
  • Demonstrated experience briefing or delivering written operational concepts to executive/senior-level (GO/FO/SES) decision makers

Desired:

  • Active TS/SCI with polygraph
  • Knowledgeable in intelligence disciplines, capabilities, limitations, and platforms and relevant Intelligence Community Directives
  • 7+ years of experience coordinating compartmented or sensitive operational activity with the IC, Interagency, Allies and/or Partners
  • Graduate of one or more of the following: Joint Professional Military Education Phase 1 and 2, Joint Advanced Warfighting School, Maritime Advanced Warfighting School, School of Advanced Warfighting, School of Advanced Military Studies, Maritime Operational Planners Course, STO Planner's Course, Advanced Special Operations Managers Course, MILDEC Planner's Course

The proposed salary range for this position is:

$65,000 - $136,500
