Job Title: Map Program System Engineer Remote

Labor Category: Programmer 3

Location: 100% Remote

Job Type: Contract

Work schedule: Normal business hours Monday-Friday 40 hours/week (not including mandatory unpaid meal break after 6 hrs.)

Duration: 12 Months

Rate: $70 to $80 per hour

Job Description / Justification:

The goal of this project is to create a single digital hub for families to learn about their child care options and find child care for their children aged 5 and below. The hub will also support child care providers by sharing information on how to begin and continue providing child care services to New Yorkers. The hub will include relevant content and features such as a detailed screening process for parents, referrals section, information about available childcare services, and a unified map/provider services locator of child care providers.

The System Engineer, working with internal and external stakeholders, will support the entire lifecycle of the application.

Scope of Services:

The System Engineer is a strategic member responsible for ensuring that the digital hub functions smoothly across various systems and platforms. This position reports to the Office of Data Analytics (ODA) DevOps and collaborates closely with the Innovation Team in the Mayor’s Office to improve the digital experience of child care access for New Yorkers. The System Engineer will coordinate the infrastructure details to support the applications from initial design through testing and deployment.

Tasks:
  1. Perform the technical design, development, and component testing of repository changes.
  2. Set up and maintain cloud-based servers and services.
  3. Engage with development teams to provide production management support and input for designing new application builds.
  4. Create optimal data pipeline architecture that is coherent and scalable, based on best practices for integrating data into a consolidated repository.
  5. Coordinate execution of break fixes in both production and non-production environments.
  6. Investigate and follow up with stakeholders (e.g., OTI, vendors) to resolve issues.
  7. Ensure that deliverables from internal and vendor development teams meet requirements, including matching code with server software stacks and specifications.
  8. Support testing and deployment by monitoring servers and providing feedback.
  9. Create, update, and maintain system documentation.
  10. Collaborate with cross-functional teams to understand data requirements and translate them into technical solutions.
  11. Perform special projects and initiatives as assigned.
Mandatory Skills/Experience:
  • At least 8 years of experience in administering and maintaining Linux OS servers, iPlanet Web Servers, IBM MDM/IIS, Oracle WebLogic Application, Portal Servers, Windows Servers on-premises and on the cloud.
  • Minimum 8 years of experience in writing SQL.
  • Strong technical expertise in cloud-based technologies such as AWS and Azure Clouds.
  • Ability to write scripts (Ant, Maven, Shell) for configuration management, build, deployment, and routine functions.
  • Experience with Single Sign-On (SSO) configuration using SiteMinder with iPlanet/Oracle WebLogic Servers.
Desirable Skills/Experience:
  • Experience with Oracle 19c, AWS RDS/MySQL, and/or database appliances.
  • Understanding of basic design principles for scalable applications.
  • Experience with service-oriented architecture and RESTful web services.
  • Experience with cloud platforms (AWS, Azure, GCP) and containerization technologies (Docker, Kubernetes) is a plus.
