Job summary

RTX, an aerospace and defense leader, seeks a Manager of Manufacturing Engineering Operations in Goleta, CA. You will lead Manufacturing Engineers and RF test engineers to drive compliant, high-quality production and testing of EW hardware.

The role requires strong manufacturing/RF expertise, people leadership, and the ability to operate at a principal-engineer depth. Onsite role with security clearance prerequisites and collaboration across Operations, Quality, and Design Engineering.

Qualifications

  • Requires a STEM degree and 8+ years of prior relevant experience.
  • Experience in either manufacturing process engineering or production test engineering.
  • Experience leading teams, projects, or major technical initiatives.
  • Strong ability to read and interpret engineering drawings, specifications, and requirements.

Responsibilities

  • Lead, develop, and mentor a team of Manufacturing Engineers and RF Production Test Engineers.
  • Oversee daily engineering support across multiple production areas, ensuring compliant builds and tests.
  • Partner with Operations, Quality, Production Control, and Design Engineering to remove barriers and improve factory performance.
  • Ensure engineering processes, work instructions, test flows, and data packages are accurate and compliant.
  • Lead complex root cause analysis, corrective actions, and yield improvement initiatives.
  • Drive standardization, automation, and modernization of manufacturing and test processes.
  • Support new product introductions and transition-to-build activities, including First Article validations.
  • Champion proactive safety initiatives including job hazard analysis and ergonomic improvements.

The Test Automation and Factory Engineering Directorate within Raytheon’s Electronic Warfare Systems business has an opportunity for a Manager, Manufacturing Engineering Operations. This leader will oversee a multidisciplinary team of Manufacturing Engineers and Radio Frequency Production Test Engineers responsible for the compliant, efficient, and high‑quality production and test of advanced Electronic Warfare (EW) hardware. The Manager will ensure engineering excellence, drive factory performance improvements, and serve as a key technical and leadership interface across Operations, Quality, Test, and Design Engineering. This role requires strong manufacturing and/or RF test expertise, people leadership experience, and the ability to operate at the depth and complexity expected of a Principal Engineer.

Role Type: Onsite. Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products. This position is an onsite role – Goleta, CA. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply. What You Will Do
  • Lead, develop, and mentor a team of Manufacturing Engineers and RF Production Test Engineers, fostering technical excellence, collaboration, and continuous improvement.
  • Oversee execution of daily engineering support across multiple production areas, ensuring products are built and tested compliantly to established processes and specifications.
  • Partner closely with Operations, Quality, Production Control, and Design Engineering to remove barriers, solve systemic issues, and improve factory performance across cost, quality, safety, security, and schedule.
  • Ensure that engineering processes, work instructions, test flows, and technical data packages are accurate, current, and fully compliant with program and configuration‑control requirements.
  • Lead complex root cause analysis, corrective actions, fault isolation activities, and yield improvement initiatives.
  • Drive standardization, automation, and modernization of manufacturing and test processes through tooling, fixtures, ATE development, and digital engineering solutions.
  • Support new product introductions, transition‑to‑build activities, and First Article validations.
  • Champion proactive safety initiatives including job hazard analysis and ergonomic improvements.
  • Develop staffing plans, manage workload balancing, establish team priorities, and ensure alignment to factory goals.
  • Provide clear communication to leadership regarding factory performance, staffing needs, technical risks, and strategic opportunities.
  • Engage with customers, programs, and functional leadership regarding technical assessments, risk mitigation plans, and performance metrics.
Qualifications
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) degree and a minimum of 8 years of prior relevant experience.
  • Experience in either manufacturing process engineering (assembly, work instructions, RC/CA, tooling, SPC) or production test engineering (RF troubleshooting, ATE development, automation).
  • Experience leading teams, projects, or significant technical initiatives.
  • Ability to read and interpret complex engineering drawings, specifications, and technical requirements.
  • Prior experience managing engineering teams or leading cross‑functional technical groups.
  • Strong understanding of MRP and shop floor systems, non‑conformance processes, router maintenance, and rework workflows.
  • Knowledge of EW, RF systems, or complex electronics manufacturing environments.
  • Demonstrated ability to drive data‑driven decision‑making using statistical analysis, SPC, trend analysis, and yield metrics.
  • Experience with NI LabVIEW, TestStand, Python, or similar tools for test automation.
  • Working knowledge of Military and Commercial standards, Materials and Process specifications.
  • Exceptional communication skills and the ability to present technical data to senior leadership.
  • Positive attitude, adaptability, and the ability to lead teams through changing priorities and production challenges.

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
