Job summary

GovCIO seeks a Subject Matter Expert (HR Specialist) to lead personnel and manning for a multi-effort modernization program. The SME manages the manning document, tracks billets and incumbents, and ensures timely onboarding, offboarding, and readiness reporting across government civilian, military, and contractor personnel.

The role collaborates with security, knowledge management and project leads to keep manning aligned with the modernization schedule and to brief leadership on risks and gaps.

Qualifications

• Active TS/SCI clearance required with eligibility for further approvals.
• Bachelor's degree plus 12+ years in HR, manpower, or personnel management; Master's preferred.
• Experience managing manning documents, readiness reporting, and multi-component workforces.

Responsibilities

• Build and maintain the manning document with status and projections.
• Oversee onboarding/offboarding, workspace setup, and access management.
• Produce readiness reports including fill rates and gaps against schedules.
• Serve as main interface between client and GOVCIO leadership on staffing actions.
• Coordinate personnel matters with DoD commands and government staff.
