Responsibilities

• Manages purchasing, vendor relationships, materials, inventory, requisition, and purchase-order activities that support business-unit needs.
• Establishes inventory practices, minimum and maximum levels, controls, and accountability measures for materials and non-inventory items.
• Coordinates supplier selection, quotes, negotiations, onboarding, purchase approvals, pricing, delivery, quality, and contract terms.
• Serve as the primary liaison between business units, the Legal Department, and vendors to review, negotiate, and finalize contract terms and conditions, ensuring alignment with operational requirements, risk management standards, and company objectives.
• Oversees buyer queues, requisition quality, purchase-order creation, invoice resolution, and timely responses to business-unit requests.
• Monitors material availability, inventory counts, system records, purchasing data, and supplier performance and implements improvements.
• Identifies cost-saving opportunities and improves purchasing, logistics, warehousing, and inventory-turnover practices.
• Partners with operations and construction, finance, accounts payable, warehouse staff, and vendors to resolve issues and maintain service continuity.
• The Manager, Supply Chain Services works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current trends and extensive knowledge of Supply Chain Management programs, and department processes.
• The Manager, Supply Chain Services administers performance management and disciplinary actions. The Manager, Supply Chain Services primarily focuses on administering established policies and procedures but may have some impact on Supply Chain Management department budgeting, strategic planning, and procedural change.

POSITION SUMMARY

The Manager, Supply Chain Services is responsible for leading purchasing, vendor relations, materials, inventory, and supply-chain service activities that support Hope Utilities operations. This role establishes priorities, coordinates procurement and inventory processes, and promotes effective use of systems, controls, and supplier relationships. The Manager, Supply Chain Services works with business units and vendors to improve service, manage spend, maintain material availability, and strengthen supply-chain processes.

DUTIES & RESPONSIBILITIES

• Manages purchasing, vendor relationships, materials, inventory, requisition, and purchase-order activities that support business-unit needs.

SUPERVISORY RESPONSIBILITIES

• Serve as a People Leader with supervisory responsibilities.
• Develop, mentor, and coach team members as they work to achieve performance goals by utilizing leadership routines such as weekly check-ins, monthly team meetings, quarterly skills coaching and annual reviews.
• Identify effective goals and objectives for the team and implement a plan to execute them.

LEVELING

The Manager, Supply Chain Services manages the team(s) and applies strong operational knowledge to set priorities and achieve defined goals, resolves issues of moderate complexity, coordinates work across the team(s), and influences short-term planning and resource allocation.

REQUIRED SKILLS & ABILITIES

EDUCATION & WORK EXPERIENCE

Required:

• Bachelor’s degree in supply chain management, business administration, logistics, or related field -and-
• At least 7 years of relevant experience in purchasing, procurement, supply chain, logistics, inventory, or related field, to include at least 5 years of people leadership experience.
• - OR -
• High School Diploma or equivalent -and-
• At least 11 years of relevant experience in purchasing, procurement, supply chain, logistics, inventory, or related field, to include at least 5 years of people leadership experience.

Preferred:

• Experience leading teams and creating positive and productive work environments.

PHYSICAL REQUIREMENTS

WORK CONTEXT

• This is a full-time exempt salaried position.
• Minimum travel for work-related purposes is expected at less than 25%, which includes some overnight visits to locations and industry events.
