Manager, Supply Chain (Project Management)

OVERVIEW

The Manager, Supply Chain serves in a critical role in a rapidly growing electric utility serving Northern Virginia. This includes procurement support for electric infrastructure that serves major parts of the largest data center market in the world.

  • Manages overall strategic sourcing, procurement, selection, acquisition, and inventory of requisite electric utility distribution, substation, transmission equipment, materials, and supplies to ensure availability and quality at competitive costs.
  • Manages overall coordination and procurement of IT (Information Technology) and OT (Operational Technology).
  • Ensures procurement of materials and services are in accordance with company processes, procedures, specifications, industry standards, and guidelines.
  • Manages a staff and oversees assignments to monitor the daily activities of procurement, materials management, and to ensure a high level of customer service.
DUTIES AND RESPONSIBILITIES

Functional/Operational
  • Develop and maintain professional relationships with manufacturers, suppliers, vendors, and peer electric utilities to ensure optimal communications, best practices, and source selection while continuously scouting to enhance and grow those relations and knowledge.
  • Overall management and oversight of company and third-party warehouse facilities.
  • Coordinates, evaluates, discusses, and meets with appropriate NOVEC personnel and contractors to develop procurement strategies for new and expanding existing substation, transmission, and distribution infrastructure facilities.
  • Develop and administer sound cost-effective procurement strategies and processes in the acquisition of electric utility distribution, substation, transmission materials, equipment, and supplies to ensure uninterrupted service to customers and support project requirements.
  • Oversee and direct internal/external supply chain activities including appropriate levels of effort in procurement, sourcing, selection, inventory management, and logistics to ensure timely availability of materials, equipment, and resources to support corporate and organizational requirements.
  • Oversee and maintain requisite ERP (Enterprise Resource Planning) systems relative to procurement and inventory management, including bar code technology. Ensure these systems are appropriately scaled to meet and exceed organizational requirements in accuracy, efficiency, and effectiveness.
  • Performs materials requirements planning, to analyze, calculate, control, monitor, and manage over 2,000 category A, B, and C stock and non-stock transmission, substation, and distribution electric utility items to meet engineering, planning & construction requirements, and short-range plan.
  • Oversee and monitor system stock keeping unit inventory levels via daily reorder advice reports, updating associated reorder points predicated on system demand and changing economic conditions.
  • Oversee and monitor monthly vendor grading and analysis of transmission, substation, and distribution electrical suppliers and performs appropriate vendor audits and relations.
  • Plans and reviews department activities including capital and operating budgets, costs, operations, and data forecasting to achieve measurable results to goals and objectives.
Strategic/Managerial
  • Provides expert knowledge and awareness on strategic relationships with manufacturers, manufacturer representatives, equipment providers, industry peers, and internal staff.
  • Establishes and maintains systems and controls, which verify the integrity of all systems, processes, and data, and enhance the Companys value.
  • Provides leadership and collaboration among multiple departments to ensure required human resource administration-staffing, training, coaching, development, work assignments, performance management, goals and objectives, and compliance with company policies and procedures.
  • Ensures provision of all requirements directly supporting transmission, substation, fiber optic, distribution, corresponding materials, operating supplies, equipment, and for NOVEC employees, contractors, and consumers.
  • Directs others to perform quotation analysis and order placement for transmission, substation, and distribution electric utility materials, MROs (materials, repairs, operating supplies) to support organizational and electric system expansion and maintenance requirements.
  • Manages all corporate procurement through vendor negotiations and helps establish and maintain relevant policies and procedures.
  • Implements major materials consignment and vendor stocking agreements with manufacturers and vendors.
  • Monitors, coordinates, and administers material stocking and inventory processes.
  • Monitors, supervises, analyzes, and prepares reports for procurement and inventory control and provides report data to accounting to reconcile to the general ledger.
  • Works continually towards self-development to stay current on supply chain management, s, and procurement procedures and practices.
EDUCATION AND EXPERIENCE

Bachelor's degree in Business, Engineering, Supply Chain, or a related field from an accredited institution or an equivalent combination of education and experience.7+ years of related experience in supply chain, construction, engineering, design, or a related field.5+ years of experience leading and developing people.5+ years of experience leading programs.Experience with the management of electric utility purchasing, materials, logistics, and supply chain management is preferred.Direct administrative involvement in electric utility materials applications and requirements planning, procurement process standards and practices, and infrastructure is preferred.
