Qualifications

  • Bachelor’s degree and 8+ years in Subcontracts/Procurement or a related field; master’s degree with 6+ years acceptable.
  • 4+ years of direct management/supervisory experience supervising 4+ individuals.
  • Strong knowledge of FAR/DFARS and procurement governance.
  • Experience with SAP or ERP systems and MS Office.

Responsibilities

  • Lead all phases of subcontract life cycle from make/buy decisions to awards and execution.
  • Coordinate with contracts, engineering, quality, planning, and end-users.
  • Prepare bids, evaluate proposals, negotiate terms, select subcontractors, and write awards.
  • Monitor supplier performance, quality, delivery, and risk; manage cost strategies.
  • Ensure compliance with public law and company policies; develop strategic supplier relationships.

You craft and execute strategies that result in sustainable value creation that delivers measurable results.** This role provides an opportunity to lead and manage a team of 5 or more subcontract specialists who are responsible for the essential functions listed below. **Essential Functions of the team:· All phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.· Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.· Manages preparation of bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.· In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.· Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.· Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.· Employs sound business practices and assesses supplier performance as part of follow-up activities.· Manages and develops strategic/key suppliers.The ideal candidate will have excellent communication skills, be self-motivated and collaborate well in a team environment across all levels. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
