Northrop Grumman Mission Systems, Sunnyvale, CA, seeks a Manager, Subcontracts Administration 2 to lead a team of subcontract specialists onsite with hybrid/remote options in CA, OR, NV or WA, or fully remote elsewhere. The role partners with contracts, engineering and supplier development to ensure timely, compliant subcontracts.

The ideal candidate will manage all phases from make/buy decisions to award, driving cost efficiency, supplier performance, and risk mitigation in a fast-paced defense

Qualifications

  • Bachelor’s degree with 8+ years in Subcontracts Management, Procurement, Program or Contracts Management (or a Master’s with 6+ years).
  • 4+ years in direct Subcontract Management work experience.
  • 3+ years of direct management/supervisory of a team of 4+ contributors.
  • Experience with FAR and DFARS.
  • Experience with SAP or ERP systems and MS Office; US Citizenship required.

Responsibilities

  • All phases of the Subcontract process from business case to execution of technical, cost and performance requirements.
  • Coordinate with contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Prepare bid packages, support bidders’ conferences, evaluate proposals, negotiate subcontract provisions, and write awards.
  • Monitor supplier quality and reliability in conjunction with the quality organization.
  • Identify cost-reduction strategies and manage risk through strategic negotiations.
  • Ensure compliance with public laws and company policies including import/export controls.
  • Develop and manage strategic suppliers and monitor portfolio performance.

Northrop Grumman Mission Systems (NGMS) is looking for you to join our Marine Systems team as Manager, Subcontracts Administration 2.This role is being offered as preferred onsite in Sunnyvale, CA but will consider hybrid/remote in CA, OR, NV or WA or fully remote in any other sight.

This role provides an opportunity to lead and manage a team of 5 or more subcontract specialists who are responsible for the essential functions listed below.

Essential Functions Of The Team
  • All phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.
  • Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
  • Manages preparation of bid packages, supports bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Manages and develops strategic/key suppliers.
Basic Qualifications
  • Bachelor’s Degree with a minimum of 8 years’ experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management Or related experience or a master’s degree with a minimum of 6 years’ experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management Or related experience
  • 4+ years in direct Subcontract Management work experience
  • 3+ years of direct management/supervisory of a team of 4 or more individual contributors
  • Experience with FAR and DFARS
  • Experience with SAP or any other ERMP systems and MS Office experience US Citizenship
Preferred Qualifications
  • Master’s degree in Business, Supply Chain or MBA
  • Experience managing Subcontract Programs and/or a Subcontracts Team of 5+ people in support of major defense programs
  • Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis
  • Negotiating skills with contract in excess of $100 million
  • Change Management experience

Primary Level Salary Range: $133,200.00 - $219,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
