POSITION PURPOSE

Provides leadership and operational oversight for specialized district safety and security functions, including the Emergency Command Center, K-9 operations, weapons detection/metal detector operations, and other assigned security initiatives. Serves as a key operational leader within the Safety & Security Department and provides field leadership and regional coverage when Regional Safety Managers are unavailable or additional support is required. Ensures consistent safety practices, rapid response to emergencies, effective deployment of security resources, and strong coordination between district departments, campuses, law enforcement, and emergency response agencies.

ESSENTIAL JOB FUNCTIONS
Emergency Command Center
  • Provides leadership and oversight of the district's Emergency Command Center and its daily operations.
  • Ensures effective monitoring of district security systems, emergency communications, cameras, alarms, access control systems, and other safety technology assigned to the Command Center.
  • Establishes procedures for receiving, documenting, prioritizing, escalating, and communicating safety and security incidents.
  • Ensures significant incidents are promptly communicated through the appropriate Safety and Security leadership structure.
  • Coordinates Command Center activities during emergencies, critical incidents, severe weather, major events, and other emergencies.
  • Ensures Command Center personnel maintain accurate incident documentation, logs, notifications, and records.
  • Identifies trends and recurring safety concerns through Command Center data and recommends corrective actions.
K-9 Program
  • Provides administrative and operational oversight of the district's K-9 safety and security program.
  • Coordinates deployment of K-9 teams to campuses, facilities, special events, and other district locations.
  • Ensures handlers and K-9 teams maintain required training, certifications, documentation, and readiness.
  • Develops consistent procedures governing K-9 deployments and requests for service.
  • Coordinates with campus administrators and Safety and Security leadership regarding planned and emergency K-9 operations.
  • Maintains appropriate records regarding deployments, training, certifications, equipment, and program performance.
  • Serves as support for both the Regional Safety Managers and Directors in implementation and ongoing operation of the metal detector program.
  • Coordinates deployment of equipment and personnel at designated campuses, athletic events, special events, and other district locations.
  • Establishes standardized screening procedures to promote consistent districtwide operations.
  • Coordinates training for campus administrators, Safety and Security personnel, and other employees assigned screening responsibilities.
  • Assists campuses with planning student flow, entry points, staffing, secondary screening, prohibited-item response, and emergency procedures.
  • Monitors equipment readiness, inventory, maintenance, storage, and replacement needs.
  • Evaluates screening operations and recommends adjustments based on operational experience, data, campus feedback, and identified risks. Regional Field Operations Support
Regional Field Operations Support
  • Serves as the designated backup to Regional Safety Managers during absences, vacancies, emergencies, major incidents, or periods requiring additional leadership coverage.
  • Provides temporary supervision and operational direction to field Safety and Security personnel when assigned.
  • Responds to campuses to assist with significant safety incidents, investigations, emergency operations, and security concerns.
  • Conducts campus safety visits and provide guidance to principals and campus leadership and completes random door checks during these visits.
  • Assists Regional Safety Managers with major events, emergency response, staffing needs, and district initiatives.
  • Supports consistent implementation of district Safety and Security expectations across all regions.
  • Participates in after-action reviews and ensure identified corrective actions are communicated and addressed.
Emergency Management and Critical Incident Response
  • Responds to significant district emergencies and critical incidents as directed.
  • Supports implementation of the district's emergency operations procedures and Standard Response Protocol.
  • Assists with establishing incident command and coordinating district resources during emergencies.
  • Coordinates with law enforcement, fire departments, emergency management agencies, and other first responders as appropriate.
  • Assists with evacuation, reunification, lockdown, secure, shelter, and other emergency operations.
  • Leads emergency exercises, drills, tabletop exercises, and after-action reviews.
  • Maintains availability for emergency response outside normal business hours when required.
Leadership and Administration
  • Supervises assigned Safety and Security personnel and specialized programs.
  • Establishes clear performance expectations and ensure employees receive appropriate training.
  • Develops and maintain procedures, operational guidelines, schedules, and deployment plans.
  • Monitors program performance and provide regular updates to Safety and Security leadership.
  • Coordinates procurement, inventory, maintenance, and replacement of specialized safety equipment.
  • Assists with recruitment, selection, training, evaluation, and development of assigned personnel.
  • Maintains an electronic database of all safety drills, trainings, etc. completed by schools.
SUPERVISORY RESPONSIBILITIES
  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

MINIMUM REQUIRED QUALIFICATIONS
Education
  • Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required;
  • Bachelor's degree from an accredited college or university preferred.
Certification/License
  • Required: Valid Texas driver's license; Insurable by the District's insurance carrier.
  • Preferred: Current CPR/AED and first-aid certification; Texas Commission on Law Enforcement (TCOLE) certification.
Experience
  • 4-8 years of experience in public education, law enforcement, emergency management, or related field required;
  • Supervisory or team leadership experience preferred;
  • Experience working with school security or emergency management preferred.
