Job summary

Plano ISD seeks a Director of Safety & Security to lead, coordinate and enhance the district's emergency management and campus safety programs across facilities, staff and students. The role oversees MEOP development, drills, audits and reporting, with a focus on preparedness, prevention and response.

The ideal candidate has a law enforcement or public safety background, ten years of experience, and required Texas certifications.

Qualifications

• Bachelor's degree required; Master's preferred.
• Coursework, training, certification or experience in law enforcement, emergency management, public safety, school safety and security or related discipline (required).
• Possess and maintain a valid Texas driver's license (required).
• Possess and maintain a valid Texas License to Carry (required).
• Ability to obtain L3 Psychological Clearance prior to employment (required).
• Ability to successfully complete Texas School Marshal course (required).
• Professional Certifications in Emergency Management (preferred).

Responsibilities

• Serve as the district's Emergency Management Coordinator.
• Review, evaluate and update the district's MEOP for incidents and disasters.
• Submit MEOP to the Texas School Safety Center as required.
• Oversee and coordinate district audits and safety reports.
• Develop plans for district student/parent reunifications.
• Direct and facilitate emergency responses and CEPs across campuses.
• Conduct drills, tabletop exercises and training.

Primary Purpose

Support the Chief of Safety and Security Operations with developing and coordinating the operational security and emergency management programs for the district. Oversee and coordinate departmental functions related to the

Preparedness, Prevention, Mitigation, Response and Recovery phases of emergency management.

Direct and manage Safety and Security programs and functions that affect the safety, security and emergency preparedness of campuses, facilities, students, staff and visitors

Major Responsibilities and Duties

Emergency Management and Campus Safety Operations

• Serve as the district's Emergency Management Coordinator
• Review, evaluate and update the district's Multi-Hazard Emergency Operations Plan (MEOP) to improve the district's ability to prepare for, respond to and recover from incidents and disasters
• Submit the district's MEOP to the Texas School Safety Center as required
• Oversee and coordinate the completion, review and submission of the 3-year District Audit Reports to the Texas School Safety Center as required
• Develop plans for and oversee any and all district student/parent reunifications
• Direct and facilitate response to emergency situations that could impact school district operations
• Oversee effective implementation of Campus Emergency Plans (CEPs) and provide leadership and direction to each campus
• Conduct emergency drills, tabletop activities and emergency response training for campuses and departments
• Prepare for and assist with TEA District Vulnerability Assessment
• Direct, and facilitate response to emergency situations that could impact school district operations and/or instruction
• Coordinate and provide on-going emergency preparedness training programs to students and staff
• Write After-Action Reports (AAR), document exercise activities and track improvement plan actions in coordination with campus and district department
• Coordinate District and outside agency response to urgent, emergency, or safety-related situations arising at campuses and other facilities
• Assist in monitoring weather and other potential situations to make recommendations for closing of school as appropriate
• Develop, coordinate and implement operational or safety plans for special events
• Work collaboratively with campus staff and other district departments to provide students and staff with high quality, safe and productive learning environments
• Manage and oversee the district's use of Sentinel and ensure compliance with all TEA and district mandates
• Draft, review and revise reports and other communications
• Direct, coordinate and maintain records of all emergency drills and other campus safety related compliance documentation
• Serve on the district level II threat assessment committee in coordination with other departments
• Manage and oversee the Raptor Visitor Management System
• Coordinate projects, activities, or special operations needed for the prevention of criminal activity affecting district property, students or staff members
• Perform administrative duties including strategic planning, staff development, and resource allocation/monitoring
• Evaluate and make recommendations for placement or features of security systems hardware and software for the district
• Assist in planning of joint emergency exercises with local public safety agencies

Communication and Community Relations

• Effectively communicate with district leaders and staff as well as community regarding emergency management and school safety and security logistics, operations, rules and regulations
• Maintain a proactive, highly visible, well-respected and established emergency management leadership presence at all campuses
• Establish and maintain a professional relationship and open communication with campus and district leadership and staff as well as parents, and community members
• Demonstrate use of appropriate and effective techniques to encourage district, community and parent involvement in safety and security matters
• Demonstrate an awareness of district-community needs and initiate activities through annual needs based assessments
• Communicate clearly the district's needs and programs and respond to concerns in a timely manner
• Select, train, supervise, and evaluate department staff to make recommendations relative to assignment, retention, discipline, and dismissal
• Comply with applicable personnel policies, statutes and rules (e.g. Equal Employment Opportunity,Title IX, Fair Labor Standards Act)
• Lead and evaluate assigned department staff to ensure effectiveness in all areas of the department
• Develop training options and/or improvement plans for employees to ensure exemplary programs and department operations
• Develop, design and provide professional learning that is relevant to emergency management and school safety and security requirements for district and campuses, students and staff
• Help in the review and revision of personnel policies, rules, and regulations, as appropriate

Budget and Inventory

• Oversee and support allocated budget based on documented needs and ensure operations are cost effective and funds are managed wisely; maintain accurate account of programs and operational
  costs
• Maintain current inventory of supplies and parts and initiate purchases in accordance with budgetary limitations and district policies
• Ensure appropriate planning, management, and monitoring of related budgets and resources and provide accurate reports and data to supervisor

Other

• Attend regularly scheduled training to maintain proficiency and knowledge of relevant Texas law and current and emerging practices relating to district safety, security, emergency planning/preparedness,
  relevant technology and best practices
• Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all
  district staff

• Maintain strict confidentiality of sensitive matters
• Follow all rules, regulations and policies of Plano ISD and follow directives from supervisor
