POSITION PURPOSE
The Director of Regional Safety leads the safety and security program for an assigned region of the District. Supervises assigned Regional Safety Managers and, through them, all campus monitors assigned to campuses in the region. Coordinates with School Resource Officers and any additional campus security personnel. Ensures consistent District-wide application of safety standards, completion of door checks, emergency operations plans, and standard response protocols. Serves as the department's senior point of contact for campus and District leadership within the region. Works collaboratively with law enforcement, emergency management partners, and District departments to create and maintain a safe and secure learning environment. Updates and reviews information in Sentinel as needed for schools in assigned region to ensure compliance.
ESSENTIAL JOB FUNCTIONS
- Directs the overall safety and security program for an assigned region, including all campuses and District facilities within the region.
- Supervises Regional Safety Managers assigned to the region, including interviewing and hiring recommendations, assignment of areas, coaching, professional development, performance evaluation, and recommendations for corrective action.
- Establishes regional staffing plans and coverage standards; reviews and approves Regional Safety Manager recommendations for allocation of Campus Monitors, School Resource Officers, and any additional campus security personnel which also includes overtime, and special event coverage.
- Ensures consistent application of District safety and security procedures, standard response protocols, and reporting requirements across all areas within the region.
- Serves as the department's senior liaison with campus principals, area superintendents, law enforcement agencies, municipal and county emergency management, District departments, and community partners for the assigned region.
- Oversees the annual review, update, and approval of campus emergency operations plans for all campuses in the region; verifies that required drills are conducted, documented, and debriefed in accordance with Texas Education Code and Board policy.
- Reviews regional incident reporting for accuracy, completeness, and timeliness; ensures required notifications are made to juvenile probation, law enforcement agencies, Student Discipline & Placement, and District leadership.
- Responds to significant incidents and emergencies within the region; assumes or supports incident command and coordinates the department's response until relieved by a higher authority.
- Leads after-action reviews following significant incidents and drills; identifies corrective actions and tracks implementation to completion.
- Analyzes regional incident, staffing, response time, and assessment data to identify trends; prepares reports and recommendations for the Senior Executive Director and District leadership.
- Oversees the regional campus safety and security assessment schedule; reviews findings and ensures deficiencies are resolved or escalated.
- Develops and delivers training for Area Managers, monitors, and campus administrators on emergency operations, standard response protocols, access control, and security systems.
- Participates in the development of District safety and security policies, procedures, standards, and long-range plans.
- Assists in the preparation and administration of the department budget for the assigned region, including staffing, equipment, technology, and overtime projections.
- Coordinates with the department's technology and facilities partners on security system deployment, maintenance, and upgrades within the region.
- Conducts or oversees investigations of significant safety and security incidents, complaints, and related personnel matters as assigned.
- Represents the Safety & Security Department at District, campus, community, and Board-level meetings as assigned.
- Transports students and/or District employees in district vehicles as needed.
- Updates and reviews information in Sentinel as needed to ensure compliance.
- Ensures assigned staff are trained in, and adhere to, established safety procedures and the proper use of District-issued equipment.
- Provides direction to security monitors, safety officers, and temporary or contracted security personnel working in the region during emergency operations, special events, and extended-day assignments.
SUPERVISORY RESPONSIBILITIES
- Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

TRAVEL REQUIREMENTS

PHYSICAL AND MENTAL DEMANDS. WORK HAZRDS
- Tools/Equipment Used: District vehicle, alarm system, security equipment, two-way radio, alarm system and other security equipment, fire extinguisher, and standard office equipment including computer and peripherals.
- Posture: Prolonged sitting and standing.
- Motion: Strenuous walking and climbing; frequent keyboarding and use of mouse; frequent driving.
- Lifting: Moderate lifting and carrying (less than 15 pounds).
- Environment: Works inside and outside (moderate exposure to sun, heat, cold, and inclement weather). Frequent district-wide travel.
- Attendance: Regular and punctual attendance at the worksite is required for this position.
- Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
- Other: Specific hearing and visual requirements. May be subject to adverse and hazardous working conditions, including violent and armed confrontations. Ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously.
- Special Requirements: Ability to attend evening meetings, visit off-site locations and work additional hours as needed. On call twenty-four (24) hours per day, seven (7) days per week, as needed to respond to critical incidents or emergency situations.
MINIMUM REQUIRED QUALIFICATIONS
Education:
- o Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required;
- o Bachelor's degree from an accredited college or university preferred.
- Certification/License: Required: Valid Texas driver's license; Insurable by the District's insurance carrier. Preferred: Current CPR/AED and first-aid certification; Texas Commission on Law Enforcement (TCOLE) certification.
- Experience: o 5-9 years of experience in public education, law enforcement, emergency management, or related field required; o Supervisory or team leadership experience preferred; o Experience working with school security or emergency management preferred.

INSURABILITY REQUIREMENTS FOR ALL DRIVERS
- Must be at least 21 years old.
- NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.
- NO more than 2 violations during previous 36 months including: Moving traffic violations (including no more than 1 preventable accident); Failure to provide proof of valid driver's license or proof of insurance; Equipment violations.

- NO vehicular assault, manslaughter, or homicide.
- NO operating a vehicle with suspended or revoked driver's license.
- NO reckless driving, speed contests, drag racing, or highway racing.
- NO use of a vehicle in commission of a felony.
- NO operating a vehicle without owner's permission (unauthorized use or grand theft).
- NO permitting an unlicensed person to drive.
- NO speeding more than 20 mph over the posted speed limit.
