Job Title: Manager of River Oaks Career Center

Department: Workforce Development (WFD)

Reports To: Sr. Program Manager, EmployAbility/CareerAbility

Position Summary:

Ensures consistent and effective delivery of services through the River Oaks Career Center. Ensures consistency of program services and activities to meet the needs of workforce members. Develops, implements, and evaluates outreach, access, and support services for veterans and their dependents consistent with the values and mission of GWH. Provides direction and guidance in the planning and operation of the Veterans Employment and Training Services (VETS) program. Duties include establishing program goals and objectives and ensuring the team adheres to policies, procedures, rules, and regulations.

  • Ensure that the programs meet or exceed established program goals and standards.
  • Responsible for maintaining each program’s compliance with regulations and accreditation standards.
  • Oversee the day-to-day operations of programs and services focused on enhancing the career development needs of Veterans and their families.
  • Identify and implement strategies to enhance collaboration between Career Connection and other WFD partners and stakeholders.
  • Ensure timely reporting of River Oaks Career Center data in the CaseWorthy data management system, as required by GWH, Goodwill Industries International, federal, state, and local agencies, and stakeholders.
  • Provide support and service to the general population at the River Oaks Career Center.
  • Design and conduct training to enhance staff awareness of issues and concerns veterans may present.
  • Collect and analyze data to assess the effectiveness of the program and service and design appropriate strategies for improvement.
  • Work closely with the Career Connection Operations team to ensure that Veterans are enrolled in the center’s basic services and referred for co-enrollment into the VETS program.
  • Work closely with the Employment Specialist for Houston Academy for Career Development to enhance veterans’ employability through industry-related training and credentialing programs.
  • Establish new and maintain current partnerships to ensure the support service needs, career transitions, and retention needs of the veteran are being met.
  • Monitor team compliance with policy and procedures for VETS programs.
  • Adhere to strategic objectives and goals developed to increase the visibility of veteran services to the community and within the Career Connection.
  • Maintain WFD projects, standards, and goals, including job placement.
  • Monitor, report, and analyze program performance reports to ensure performance goals are attained.
  • Plan and coordinate associates’ administrative assignments and programs.
  • Monitor and identify grant opportunities relevant to assigned programs or areas of responsibility.
  • Conduct initial review to assess alignment with organizational priorities, program goals, and compliance requirements.
  • Prepare a summary of potential grant opportunities and submit to leadership for consideration and next steps.
  • Support leadership staff by providing program-specific insights or data that may strengthen applications.
  • Track expiration dates for all current grants to ensure timely review.
  • Develop an in-depth understanding of community resources for program participants.
  • Perform other duties as directed by management to support evolving organizational needs.
  • Demonstrate professionalism, good judgment, and present a friendly, cooperative attitude.
  • Adhere to all GWH Policies & Procedures, Loss Prevention & Safety Regulations, and GWH Guiding Principles.
  • Maintain a high level of confidentiality.
  • Must perform all duties according to GWH safety procedures, maintain good housekeeping standards, and ensure all walkways are clear and free of clutter.
  • Adhere to local, state, and federal laws and regulations
Minimum Qualifications:
  • A bachelor’s degree is preferred; equivalent professional experience may be considered in lieu of a degree.
  • A minimum of two (2) years of workforce development, family/financial strengthening, and/or human services experience.
  • Knowledgeable of Employment Practices, including legal issues, ADA, and FLSA.
  • Ability to supervise multiple specialized programs and the associates working under those programs.
  • Ability to analyze opportunities and problems, identify and evaluate alternatives, and develop effective approaches to address any issues.
  • Must be able to work under strict deadlines.
  • Must maintain a high level of confidentiality.
  • Must have reliable transportation.
  • Must be legally authorized to work in the United States without sponsorship for current or future employment. GWH does not offer visa sponsorship for employment purposes.
  • Recruit and enroll a minimum of 70 veterans, including spouses and dependents, into the program.
  • Ensure enrollment, case notes, and documents are updated within 24 hours of services or information received.
  • Ensure data utilization and accuracy of 90% or higher by conducting regular audits of CaseWorthy reporting.
  • Ensure all data reports, funding applications, and administrative documents are reviewed before submission for Leadership Level approval.
  • Execute WFD projects as assigned.
Physical Requirements/Work Environment:
  • Ability to sit, stand, bend, and reach.
  • Ability to lift, push, and pull up to 25 lbs.
  • Able to spend most working hours at a computer.
