Title: Manager, Records Management Document Control (RMDC)

Schedule (FT/PT): Regular Full Time

Position Purpose

The RMDC Manager is responsible for leading and overseeing records management, document control, and configuration management functions across assigned programs or projects. This role ensures records are accurately captured, maintained, protected, and retrievable in compliance with federal, regulatory, contractual, and organizational requirements. The manager provides strategic direction, operational oversight, and staff leadership to ensure high quality records services and continuous improvement.

Essential Duties And Responsibilities
Leadership & Staff Management
  • Responsible for the contract performance as the overall Portsmouth Site-wide Records Custodian and shall manage all records in various media formats generated/received in the performance of the Contract, including legacy records.
  • Serve as the Records Subject Matter Expert
  • Lead, supervise, and develop a team of RMDC personnel supporting records management and document control activities.
  • Assign work, set priorities, and manage workloads to ensure timely and accurate processing of records and documents.
  • Provide coaching, mentoring, and technical guidance to staff on records practices, systems, and requirements.
  • Support hiring, onboarding, training, and performance management of records personnel.
  • Serve as escalation point for complex records management questions or issues.
  • Supports the public relations and public information efforts of the company, including role on Emergency Operations Cadre as required.
Records Management & Document Control Oversight
  • Oversee records capture, indexing, classification, retention, and disposition activities.
  • Ensure proper management of controlled documents, essential and support drawings, and contractor submittals.
  • Ensure accurate document release, configuration status accounting, and metadata maintenance.
  • Validate completeness, accuracy, and traceability of records in electronic and physical systems.
  • Ensure compliance with site procedures, desk guides, configuration control principles, and records management standards.
  • Manage legal hold documents and request.
  • Responsible for the operations of the Environmental Information Center (EIC) including the Public Reading Room and Website.
Systems & Compliance
  • Provide oversight of document and records management systems.
  • Ensure records inventoried, scheduled and dispositioned in accordance with Federal laws, regulations, DOE Directives, and an approved Records Management Plan.
  • Ensure compliance with federal records requirements, including Department of Energy (DOE) and NARA regulations.
  • Support audits, assessments, and corrective action responses related to document and records management.
  • Monitor changes to regulatory or procedural requirements and implement updates as needed.
Stakeholder Engagement & Customer Support
  • Serve as primary liaison with project teams, Quality Assurance, Engineering, contractors, and government customers.
  • Provide guidance and determinations on records management solutions
  • Ensure delivery of high‑quality customer service to internal teams and external clients.
  • Performs photography, videography and graphic design duties as required.
Process Improvement & Reporting
  • Establish and monitor performance metrics for records management activities.
  • Identify trends, gaps, and opportunities for process improvement and standardization.
  • Support development or revision of procedures, tools, training materials, and user guides.
  • Oversee migrations, system implementations, or process changes related to records management.
Additional Duties And Responsibilities
  • Manage mail services on Portsmouth site for DOE and other site contractors
  • Maintains a safe working environment. Demonstrates awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed.
  • Demonstrates the ability to get along with co-workers, customers and visitors.
  • Demonstrates a personal commitment to safety and quality.
  • Ensures safety and health of employees during work tasks, utilizing good work practices and following procedures and protocols.
  • Performs other duties as assigned.
Minimum Qualifications
Education and Experience
  • 15-20 years of combined supervisory and relevant expereince
  • Strong knowledge of records management principles, configuration control, and document control practices.
  • Experience working with electronic document and records management systems.
  • Demonstrated ability to lead teams and manage multiple priorities in regulated environments.
  • Excellent written, verbal, and interpersonal communication skills.
  • High attention to detail with strong organizational and follow‑up skills.
  • Ability to analyze requirements and make sound decisions on records management issues.
  • Requires records management training from the National Archives and Records Administration.
  • Must be proficient in EDMS (Documentum/Gimmal), MS Office applications, Adobe Acrobat and Adobe Paper Capture.
  • Ability to perform photography, videography and graphic design preferred.
Special Requirements
  • Must pass pre‑employment background check.
  • Must pass pre‑employment drug testing.
  • Must be able to travel occasionally for verification of Records destructions
  • Must be able to obtain and maintain a DOE “Q” Level Clearance.
Preferred Qualifications
  • Experience supporting DOE sites or other federally regulated programs.
  • Familiarity with NARA requirements and federal records schedules.
  • Professional certification (e.g., NARA, Certified Records Manager [CRM], or equivalent).
  • Experience supporting audits, assessments, or corrective action programs.
