Description

The Manager, People & Culture will have a strong sense of urgency to manage major functions within a high-volume People & Culture team. The role is responsible for fostering a positive relationship between the agency and its employees by promoting open communication, trust, and respect. The manager will maintain and interpret P&C programs, policies, procedures, and collective bargaining agreements, ensuring satisfactory labor management relationships.

They will work closely with the Director of People & Culture to develop and implement strategic initiatives and work plans for the P&C team, ensuring contract obligations and departmental goals are met. The position offers a hybrid schedule, typically two days remote and three days on-site, with sites and schedules varying based on priorities.

Requirements
  • BA/BS in Human Resources, Business Administration, or related field, or 5+ years of relevant HR experience with at least two years in employee relations management.
  • PHR/SHRM certification or related education preferred but not required.
  • Knowledge of state and federal labor laws, including California legal updates.
  • Experience in investigations and related documentation/reporting.
  • Excellent communication and time management skills.
  • Strong work ethic, professionalism, and confidentiality.
  • Creative, analytical, and problem-solving skills.
  • Positive, people-centric work style.
  • High organization and attention to detail.
  • Ability to work independently and as part of a team.
  • Interpersonal, negotiation, and conflict resolution skills.
  • Proficiency with MS Office and HRIS platforms; experience with Paylocity is a plus.
  • Ability to quickly learn HRIS and payroll systems.
Key Responsibilities
  • Conduct objective internal investigations for employee complaints and grievances.
  • Prepare detailed investigation reports and recommend corrective actions.
  • Manage compliance reporting, including pay data, EEO-1, and workers' compensation.
  • Collaborate with leadership to understand and execute P&C deliverables.
  • Stay updated on HR trends, legal changes, and best practices, ensuring compliance and assessing risks.
  • Ensure legal compliance through audits, record-keeping, and representing the organization at hearings.
  • Analyze exit interviews and suggest improvements.
  • Support performance management processes and advise managers on employee relations.
  • Manage employee files for compliance audits.
  • Maintain positive relationships with union officials and monitor policy implementation.
  • Coordinate management training on HR topics.
  • Collaborate on research and special projects with the People Operations team.
  • Manage P&C projects as needed.
  • Perform other duties as assigned.
Physical Demands

Must be able to stand, sit, bend, reach, climb stairs, lift, and perform visual inspections. Travel to multiple office locations may be required. Reasonable accommodations will be provided if needed.
