ORGANIZATION OVERVIEW

An increasing number of Americans – most of whom are women and people of color – are employed in service sector jobs that are marked by low wages, no health care, job insecurity, and lack of training and career advancement opportunities. The SEIU Education & Support Fund tackles these issues by designing and facilitating worker-centered, relationship-based, and accessible education, training, and workforce development programs.We serve as a strategic partner to the Service Employees International Union (SEIU), and collaborate with other unions, nonprofit organizations, government agencies, and employers to help workers access good jobs and spark positive social change. Throughout our work, we promote a culture of empowerment that honors experience, culture, diversity, and inclusion.

POSITION SUMMARY

SEIU Education and Support Fund (ESF) has experienced significant growth over the past two years, tripling the employee count across 10+ states. To continue to meet the needs of ESF’s growing population, ESF is seeking a People and Culture Manager to act as a hub for the People and Culture department. This amazing human will report to the Chief People and Culture Officer and support a growing multi-state team.

The role will primarily be responsible for project managing the activities associated with the People and Culture strategic initiatives and annual goals. Additionally, this person will be accountable for completing, storing, and ensuring ESF maintains compliance and associated documentation related to onboarding, offboarding, recruitment, and retention. This position will also be instrumental in ensuring that the People and Culture policies and procedures are aligned with ESF protocols and followed with fidelity.

This highly administrative, cooperative, and primarily internal position is for someone who’s willing to lead, bring, and uplift our values by ensuring ESF processes are followed with fidelity. This position is a full-time position where your “client” will be ESF part-time and full-time employees and job seekers.

KEY ROLES AND RESPONSIBILITIES

Employee Engagement

  • In collaboration with the Chief and People and Culture Officer, manage internal communication initiatives.
  • Responsible for executing the ESF new hire onboarding and offboarding process
  • Field routine inquiries from internal and external clients
  • Liaises with internal stakeholders to ensure tech supplies and other items are shipped to new hires.
  • In conjunction with the Director of People and Culture and the Senior Manager, develop and maintain the standard operating procedures for employee onboarding and offboarding
  • Answers frequently asked questions from employees about standard policies, benefits, hiring processes, etc.; refers to more complex questions to other members of the People and Culture team.
  • Creates materials to support employee understanding of personnel policies and benefits
  • Assists with planning and executing special events such as benefits enrollment, organization-wide meetings, employee recognition, holiday parties, and more.
  • Participates in cross-functional activities as a member of the People and Culture team
  • Manage the monthly ESF All-staff meetings and agendas by working with the Chief of People and Culture and other organizational stakeholders.
  • Organize the Annual retreat and other employee engagement activities and events in conjunction with the Chief of People and Culture and the People and Culture team.
  • Design, implement, and monitor ESF platforms/technological systems that support ESF employee engagement.

Compliance

  • Manage and conduct periodic internal audits of employees’ digital files, job descriptions, and other employee records by ensuring integrity and confidentiality applicable to laws, regulations, and ESF’s documentation retention policies.
  • Uphold ESF’s Documentation Retention and Destruction Policy through our Google Drive and other systems.
  • Responsible for entering new hire data entry in ESF’s HRIS, E-verify, and other HR databases.
  • Responsible for the processing of terminations, including receiving and storing related documentation.
  • Assist in researching best practices for various HR policies, practices, and initiatives.
  • Responsible for ensuring the organization remains tax compliant by enrolling the organization as a new business for newly acquired states and partnering with our payroll processor to set up TaxPay services.

Recruitment

  • Engage a diverse pool of both active and passive candidates through sourcing, finding new and aligned locations for job postings, and sourcing from location-specific civic and community organizations when required.
  • Manage ESF’s LinkedIn page, Careers page and other sites where ESF communicates about opportunities and maintains a presence as an attractive employer.
  • Cultivate and maintain relationships with diverse professional organizations, educational institutions and communities to broaden our reach of sourcing new talent.
  • Overseeing and managing the full-cycle recruiting process, which will include posting jobs, converting prospects to candidates, identifying and interviewing qualified candidates, and managing all applicants' journeys through the interview process.
  • Partner with hiring managers during and after the interview process to ensure hiring decisions are equitable and best practices are being followed.
  • Ensure best practices and the implementation of the ESF Hiring Handbook are embedded into each hiring process.
  • Improve hiring processes based on best practices and feedback from internal and external stakeholders i.e. - hiring managers, new hires, consultants, and candidates.
  • Continue to integrate and prioritize equity and belonging into the recruitment process
  • Stay abreast and willing to disseminate new recruitment strategies to the People and Culture team and ESF as a whole.

Other

  • Creating project plans for the People and Culture team.
  • Attend related seminars and conferences to maintain a presence in the HR community, committing to sharing learning with the People and Culture team.
  • Systematically integrate an equity lens into all dimensions of the work and role.
  • Assist in other ad hoc projects as assigned by the People and Culture team
  • Contributes to the development of the People and Culture department goals, objectives, and systems
  • Process our biweekly payroll through our payroll provider, Paychex

KNOWLEDGE/SKILLS/ABILITIES

  • Exceptional judgment, interpersonal, and communication skills and ability to manage up, down, and laterally; demonstrate flexibility, creativity, humility, and patience
  • Proven experience with project management tools and building transparent plans to keep others engaged
  • Proven experience in recruitment with a strong focus on creating a supportive recruitment process
  • Experience with employer brand management, including drafting job postings and communications to prospective and incumbent staff
  • Is committed to embodying ESF’s values and contributing to our worker-centered culture.
  • Is able to use discretion and to interact effectively in sensitive situations.
  • Can work in a fast-paced growth environment, tolerate ambiguity, and “build the road as we walk it.”
  • Is able to travel locally and nationally when safe to do so (periodic travel related to ESF locations).
  • Is fluent and comfortable using technology tools, especially ATS, HRIS, Google Workspace, and project management tools.

EXPERIENCE/QUALIFICATIONS

  • Three to five years of progressive Human Resources department that centers collaboration vs. individuality.
  • Highly proficient in designing, implementing and optimizing platforms/technological systems that support and enhance People and Culture functions, and employee engagement
  • Proven experience working with and in the Google Workspace in a professional setting
  • Proven experience in organizing and managing multi-project and its resources to achieve our internal and organizational goals in a remote setting.
  • Proven experience utilizing an HRIS and a project management platforms
  • Experience with managing and implementing strategies for employee engagement
  • Comfortable in all aspects of HR and has the proven ability to build bridges in a growing organization
  • A demonstrated commitment to professional and personal growth
  • A strong multi-tasker with the ability to prioritize and manage time effectively and in a remote work environment
  • Proven commitment to uplifting the work and creating an atmosphere of belonging, equity, inclusion, and diversity through policies, procedures, and collaboration

PREFERRED EXPERIENCE

  • Experience working with Asana or another project management tool.
  • Experience with internal communication planning
  • Working as an HR professional in a fully virtual environment for more than three years
  • Working in a company that has employees in multiple states across the United States
  • Currently living in California or the northeast.
  • Proficiency in Spanish - Written, Reading, and Speaking

At ESF, we are committed to fairness, consistency, and transparency in our compensation practices. The salary for this role is predetermined based on standardized geographical cost of labor data and the candidate's primary place of residence. The selected candidate will receive one of the following salaries: $59,661, $66,821, and $73,383
depending on their location.

Salaries are assigned by matching the candidate’s current location to our cost-of-labor chart and cannot be negotiated.
